THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (R&P/COMP), Position Description Number T5042000 and is part of the HUMAN RESOURCES OFFICE- ARMY, National Guard.

Duties
As a HR SPEC (R&P/COMP), GS-0201-09, you will provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment and retention allowances, and reduction-in-force. Accomplishes work through the use of a variety of automated personnel systems and programs.

- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Must be able to obtain and maintain security clearance within 1 year of appointment.
- U.S. Citizenship is required.
Qualifications
GENERAL EXPERIENCE:
Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE:
Must have at least one year experience at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experience in providing advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations. Experienced in reviewing and verifying information on requests and maintaining necessary documents associated with merit placement, applicant supply, Department of Defense (DOD), Priority Placement Lists, and Over-graded Technician listings. Must have knowledge and understanding of interpreting and applying State pay setting tools such as highest previous rate rule and recruiting and retention incentives. Experienced in providing guidance to supervisors, managers, and military commanders on assignment of technicians to compatible military assignments. Experienced in providing counseling to employees on entitlements, rights, and obligations. Identifies appropriate qualification standard to be applied, validates hire authority, develops position announcements, locates position applicants, develops candidate evaluation criteria and evaluates candidate eligibility, and refers qualified candidates for selection consideration. Reviews and verifies information on requests for vacancy announcements to assure correctness. Notifies candidates of the results of their application. Maintains necessary documents associated with merit placement, applicant supply, Department of Defense (DoD) Priority Placement Lists, and Over-graded Technician Listings. Ensures required selection documentation and information contained thereon is correct including military compatibility; checks medical certificates and reports from references; checks security requirements; initiates select/non-select letters. Interprets and applies State pay setting tools such as highest previous rate rule and recruiting and retention incentives. Sets rates of pay for General Schedule (GS) and Federal Wage System (FWS) technicians for appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems. Assists technicians with permanent change of station moves. Assists in educating commanders, managers, and supervisors on the various programs. Responds to inquiries on recruitment and placement related matters from the serviced workforce and coordinates with NGB-HR as required. Attends national recruitment and placement workshops.
Education
A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
