The primary purpose of this position is to perform duties as the senior military pay technician and primary point of contact for all military pay issues, transactions, and procedures for active, reserve, inactive reserve (IMA) or retired armed forces personnel and their annuitants. Responsible for resolving the more difficult complex actions, developing, revising local procedures, and providing liaison functions between base organizations and the Defense Finance and Accounting Service (DFAS).
Duties
As the senior technician, monitors, reviews or initiates complex transactions where guidelines lack specificity to requirements, circumstances, or problems, and/or frequently change.
Serves as the primary point of contact on reserve pay actions and coordinator on resolving reserve pay matters.
Manages and/or assists lower-level technicians in resolving more complicated debt collection cases.
Accomplishes the more difficult customer complaints and technical military pay issues.
Assists with training lower-level clerks/technicians on miscellaneous technical tasks and various complex actions in support of military pay actions.

- Prior work or active-duty experience to determine leave accrual may be considered for this position
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Military Pay Series 0545.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of a body of current and prior military pay procedures, regulations, laws, and applicable Comptroller General Decisions to resolve complicated pay problems and/or to research or investigate problems or errors that require reconciling and reconstructing incomplete information, conducting extensive and exhaustive searches for required information.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a large body of rules, regulations, laws, and variety of procedures for one or more military pay specializations; the data system(s) used to support military pay actions, and federal debt collection rules and regulations.
Knowledge of a variety of accounting and budget functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and reconstructing incomplete information.
Skill in performing arithmetic computations to compute military pay.
Ability to interpret/apply regulations and procedures related to military pay, debt collection, and various complex actions.
Ability to communicate effectively, both orally and in writing, to present and/or advise on processes/actions.
Ability to operate a calculator and use a keyboard; a qualified typist is not required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
