This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Criminal Investigators within U.S. Army Criminal Investigation Division. About the Position: Serves as criminal investigator responsible for conducting and/or overseeing investigations of suspected felony violations against the laws of the United States and the Uniformed Code of Military Justice (UCMJ) in which the U.S. Army is, or may be, a party of interest.

Duties

The incumbent serves as a senior journeyman criminal investigator responsible for independently planning, developing, and conducting major criminal felony investigations. Directs and participates in large scale joint and task force felony criminal investigations having national or international jurisdictional or media interest. Plans, leads, and participates in significant and potentially dangerous undercover functions to include undercover surveillance and 'sting' operations. Reviews and prepares interim or final reports of felony criminal investigations detailing the multifarious, contributing cause or causes and expert recommendations to prevent similar future occurrences. The incumbent maintains pertinent statistical and management data on internal investigations, programs, and functional areas in his/her area of responsibility (AOR). The incumbent proactively identifies vulnerabilities, management/policy deficiencies, and other crime conducive conditions. Consolidates and evaluates incoming criminal information and intelligence data, identifying necessary investigative and intelligence follow-up actions to be initiated.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Must agree in writing to comply with management-directed permanent change of station (PCS) movement to meet mission requirements.
  • Must possess a valid motor vehicle operator's license at the time of appointment, must maintain license while employed in the position, and will be required to operate a motor vehicle.
  • Must qualify with and carry a firearm.
  • Must sign DA Form 5019-R and must pass urinalysis testing as required prior to appointment and periodically thereafter. Position is subject to random drug testing.
  • Must have completed the CID Basic Special Agent Course, Federal Law Enforcement Training Center, Criminal Investigator Training Program, or equivalent prior to or within 1 year of employment. Failure to do so will result in removal from employment.
  • This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • A medical examination for Criminal Investigation Series 1811 is required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized experience is defined as: GS-09: One year of specialized experience in conducting criminal investigations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). GS-11: One year of specialized experience in planning, developing, and conducting criminal investigations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). GS-12: One year of specialized experience in assisting in planning, developing, and conducting major criminal felony investigations and providing investigative guidance to subordinate criminal investigators. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). GS-13: One year of specialized experience in independently planning, developing, and conducting major criminal felony investigations and providing investigative guidance to subordinate criminal investigators. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above). Applicants must agree to work an average of two hours extra per day to meet the requirements for LEAP as described in 5 U.S.C.5545a(d)(1). PHYSICAL REQUIREMENTS: May manage, plan, and participate in protective service missions, undercover functions such as surveillance and sting operations. Performance of these kinds of duties require: moderate, to arduous physical exertion involving walking and standing, use of firearms and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Incumbent must possess sufficiently good vision, with or without glasses, in each eye, in order that they may perform the duties satisfactorily. Near Vision, glasses permitted, must be acute for the reading of printed material the size of typewritten characters. The ability of incumbent to hear the conversational voice and whispered speech is required (any hearing impairment may be compensated by use of a hearing aid). Since the duties of the position are exacting and responsible, and involve activities under trying conditions, incumbent must possess emotional and mental stability. Any physical condition, which would cause the applicant to be a hazard to themself or to others, will disqualify themself for appointment.

Education

GS-09: Master's or equivalent graduate degree or at least two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position that would otherwise substitute for specialized experience.

GS-11: Ph.D. or equivalent doctoral degree, or completed 3 full years of progressively higher level graduate education leading to such a degree, or completion of all requirements for an LL.M. degree from an accredited college or university in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position that would otherwise substitute for specialized experience.

Combining Education and Experience:
GS-09: Having some specialized experience, but less than one year; and more than one year but less than two years of education as described in B. The total must be at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semesters hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
GS-11: Having some specialized experience, but less than one year; and more than two years but less than three years of education as described in B. The total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semesters hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)x

For the GS-12 and GS-13 position, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
