The Supervisory Biomedical Engineer (BME) for is a manager within the VHA Healthcare Technology Management Program office and is a senior VHA technical specialist for medical device networking and cybersecurity. The position is responsible for providing professional engineering oversight and management for implementation and sustainment of healthcare technology across the VA.

Duties

Supervisory Biomedical Engineer GS-0858-14 major duties and responsibilities: Serves as a VHA technical expert and advisor on medical device networking and cybersecurity and represents the Program Office senior management. Actively collaborates with clinical service lines to optimize effectiveness of system acquisition deployment and support. Responsible for establishing guidance for consistent methodologies, protocols and procedures across VHA. Identify best practices and propagate them across the system and facilitate communications with appropriate stakeholders, especially Biomedical Engineering staff across VHA. Responsible for providing assistance to the multi-disciplinary VISN teams in selection, deployment, and utilization of medical systems. Advise Program Office management in medical device cybersecurity issues and leads technology assessments by working collaboratively with medical staff to evaluate market offerings, determine VISN requirements, design system configurations and develop specifications. These technology assessments are often extremely complex and stakeholder intensive. Work collaboratively with the contracting staff to develop best practice models in procurement that best meets clinical needs on balance with competitive processes and value considerations. Provide guidance on the interoperability between medical systems and other technologies. Develop guidance on the provision of a continuing education program for professional staff addressing the principles and application of medical device cybersecurity used in the delivery of healthcare. This includes a curriculum that addresses the safe and effective use of medical equipment and/or technology. Develop curriculum for national training of engineering and other technical staff. Participate in the national recall and safety alert program for impact/involvement in their associated areas. Assure senior VHA management is informed about critical patient safety issues and field operations is provided with solutions. Work with clinical programs at the national level to identify medical technology needs and priorities and determines maintenance and security requirements. Participate in technology assessment activities for the Under Secretary for Health. Remain current with healthcare standards interpretation, implementation objectives, and reporting requirements. Develops policy and guidance for the conduct of an equipment management program to meet current Joint Commission (JC) AND National Fire Protection Association (NFPA) requirements. Develop performance standards and performance evaluations; recommendations for appointment; awards; advancements and when appropriate disciplinary actions and identification of continuing training needs. Develop the strategic goals and administrative direction of their staff to ensure alignment within the VHA HTM Program Office. Perform other duties as assigned. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: United States Citizen English Language Proficiency. Must be proficient in spoken and written English. Education: Must meet either item (1) or (2) below to meet this requirement: (1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time, OR (2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 1. Grade Determination (GS-14): Experience: Completion of at least one year of experience equivalent to the next lower level (GS-13), and must fully meet the KSAs at that level. To be creditable, experience must have been accomplished after receipt of the bachelor's degree, and/or CCE certification and (1) Requires the possession and use of knowledge, skills, and abilities associated within the scope of the biomedical engineering profession, and (2) The experience must have been attained in a healthcare setting for Biomedical Engineer (Clinical) positions and be directly applicable to the assignment. This position requires advanced scientific, technical and clinical knowledge along with superior administrative skills to support multiple complex areas of healthcare technology. The BME is uniquely trained in medical technology to bridge the gap between clinical, engineering and other disciplines. Demonstrated Knowledge, Skills, and Abilities In addition to the experience above, the biomedical engineer (clinical) must demonstrate all of the following KSAs: i. Ability to manage overall department resources, i.e., finance, space, equipment, supplies, and staffing at a highly complex medical center or at the VISN level. ii. Ability to develop local or VISN policies and/or draft directives related to healthcare technology management. iii. Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing organizational problems, and developing and implementing effective solutions. iv. Ability to analyze complex organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. v. Skill in interpersonal relationships leading and dealing with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.
