Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as maintaining effective working relationships with internal and external stakeholders, including Tribes, as a liaison and advisor, including: providing advice and assistance; planning, developing, and implementing environmental programs; and preparing and reviewing policy recommendations and technical proposals on environmental issues.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of environmental program management concepts, principles and practices.
Knowledge of multimedia program management concepts, principles and practices.
Skill in oral communication sufficient to provide expert guidance and negotiation on complex aspects of environmental protection policies, plans, and programs.
Skill in written communication sufficient to respond to a wide variety of external inquiries, and develop program reporting, policies and guidance.
Knowledge of pertinent federal, state, and local laws and regulations, such as environmental quality laws, documentation and reporting requirements.
Skill in developing, planning and implementing multimedia programs and requirements.
Skill in identifying and developing relationships with internal and external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
