This position is with the Small Business Administration, GCBD - Area 2 - DC at one of the listed locations. Ensure that small business concerns obtain a fair share of contracts, commodities and real and/or personal property handled by the federal government.

Duties

King of Prussia, PA: $113,792 - $147,934 Baltimore, MD: $117,962 - $153,354 Washington, D.C.: $117,962 - $153,354 Richmond, VA: $107,915 - $140,293 Pittsburgh, PA: $106,914 - $138,992 Wilmington, DE: $113,792 - $147,934 Clarksburg, WV: $103,409 - $134,435 Certificates of Competency Determine certificate of competency (COC) applicant eligibility. Receive COC referrals from federal agencies and ensure their completeness and adequacy; conduct an independent assessment; make a recommendation on whether to issue/deny a COC; and follow up to ensure cases are handled in a timely manner. Perform production, financial, plant and facility surveys to determine if small business petitioners are qualified to produce and deliver needed equipment, systems, construction, services and research under government prime contracts. Present cases to decision-making committees. Notify applicants and procurement officials of final decisions. Prepare narrative reports and recommendations that provide specific information to resolve divergent views expressed by engineers, environmentalists, chemists, procurement and logistics personnel. Review corporate cash flow projections to determine completeness, accuracy and operational sufficiency. Conduct follow-up reviews and plant inspections to determine whether COC contractors are meeting contractual terms and conditions and lend technical assistance to small business ownership to resolve technical and contractual problems to ensure successful delivery of products or services. Counsel small businesses on various technical matters relating to production processes, government procurement procedures and regulations and contract administration. Provide technical advice to SBA loan officers. Counsel concerns located in surplus labor areas and coordinate SBA assistance with the Departments of Commerce and Labor, among other agencies. Program Analysis and Advice Resolve issues that are beyond the scope of established guidelines. Coordinate government contracting programs with other SBA program offices. Collect, analyze and provide information on specific cases to respond to Congressional or other inquiries. Serve as principal agency spokesperson/representative in dealing with small business concerns. Attend and participate as regional, area or local agency representative at procurement conferences involving small business, trade associations, other federal agencies and Congressional staff, to explain and publicize SBA government contracting programs. Apply and respond to fraud risk factors linked to assignments and program specialty(ies). Manage a portfolio, including prime contractors and other-than-small subcontractors, and perform a variety of on- and off-site compliance reviews and visits to ensure that contractors in the portfolio are providing maximum practicable opportunity to small business in accordance with Section 8(d) of the Small Business Act. Perform subcontracting orientation and assistance reviews, performance reviews and program compliance reviews. Recommend contractors that are not making good-faith efforts to meet their small business subcontracting goals for material breach of contract and/or liquidated damages. Participate in surveillance reviews of federal buying activities to ensure that contracting officials are adhering to small business subcontracting regulations. Instruct other-than-small businesses how to post opportunities for small business and show small businesses how to identify those subcontracting opportunities. Contact various organizations to promote procurement matches with small business concerns. This is a non-bargaining unit position. This is a (drug) testing designated position (TDP).

Qualifications

GS-13 Specialized Experience: At least one year of specialized experience (equivalent to GS-12 grade level in the federal service) obtained in either the private or public sector: 1) Independently applying and interpreting knowledge of federal procurement small business laws, regulations, policies and procedures to support businesses for compliance with regulations pertaining to federal contracts or subcontracts; AND 2) Conducting and evaluating market research to discern whether small business concerns have the requisite capabilities (financial, managerial, technical, etc.) to successfully perform a specific Federal contract; AND 3) Sourcing requirements to determine qualified sources focusing on those entities that qualify as small business concerns; AND 4) Developing and implementing strategies for increasing small business participation for the program requirements, i.e., contracts.
