Duties

This is a public notice for upcoming announcements for FAA Scientific, Technical, Engineering, and Mathematics (STEM) positions open to U.S. Citizens. Duties involve performing professional work, or to provide professional consultation in the application of statistical theories, techniques, and methods to the gathering and/or interpretation of quantified information.

Qualifications

Qualifications Reference: EMP-1.7. & OPM General Schedule Qualification Standards – IOR for 1530 job series in conjunction with group standards for professional & scientific positions.https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1500/statistics-series-1530/Basic Requirements for all positions. A) Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B) Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significanceIn addition to meeting the basic requirements above, applicants must also meet the qualification requirements listed below. FV-H. Education. 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR Specialized Experience. At least one year (52 weeks) of specialized equivalent to the FV-G pay band (or FG/GS-5 thru 9 grade level or equivalents in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples may include but are not limited to: a plan and effectively perform limited studies that have specific, program objectives and involve recurrent and predictable factors; analyze factual information and recognize significant factors, relationships, and trends; prepare cross tabulations or frequency listings of selected variables to assess the validity of data.FV-I. Specialized Experience. At least one year (52 weeks) of specialized equivalent to the FV-H pay band (or FG/GS-10-12 grade levels or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples may include but are not limited to: recognize and evaluate significant and critical factors in research; solve complex problems (or advise others on the solution of such problems); draw inferences using statistical data; ascertain what frequency listings or cross tabulations would be needed to assess data validity and to identify inconsistencies in data.FV-J. Specialized Experience. At least one year (52 weeks) of specialized equivalent to the FV-I pay band (or FG/GS-13 grade level or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include but are not limited to: providing advice and consultation on a variety of problems involving the theory or application of statistical methods; evaluate new statistical methods for broad and comprehensive projects; plan, direct, and coordinate a variety of specialized and complex statistical research projects and make authoritative and final decisions requiring considerable technical and administrative judgment.FV-K. Specialized Experience. At least one year (52 weeks) of specialized equivalent to the FV-J pay band (or FG/GS-14 grade level or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include but are not limited to: applying statistical methods to a specific subject matter area within the field of occupational health or aerospace/aviation programs; conduct strategic planning with respect to survey design, analytic direction, and workload management; conduct research into methodological issues in measuring biases in data from various subpopulation groups; serve as an expert consultant on the design of studies and data collection/sampling techniques.
