This position is in the Wilmington Veterans Affairs (VA) Medical Center's Finance Service and reports to the Supervisory Accountant.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS- 07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Duties include but are not limited to the following:
Maintains and controls accounts and accounting transactions in a highly complex finance and accounting system.
Maintains and inputs data into the Financial Management System (FMS) integrated and automated double-entry accrual-based accounting system.
Classifies and processes transactions that include verifying the accuracy and completeness of the accounting data, compliance with regulations, determining the accounts and subsidiary accounts affected, and determining the entries to be made.
Analyzes each document/transaction to determine the propriety of payment coordinates, resolves discrepancies and/or problems, and corrects rejects promptly.
Reviews transactions for timeliness and reasonableness and resolves problematic areas.
Verifies that obligations are set up timely and reports all delinquent obligations to the Assistant Financial Officer, taking action to ensure that delinquencies are corrected.
Ensures that funds are available to cover obligations to prevent anti-deficiency.
Examines accounts to verify their accuracy and the adequacy of supporting data.
Researches and analyzes discrepancies or problems noted and determines the corrective entries required to adjust accounts.
Performs other duties assigned.
Work Schedule: Monday through Friday; 8:00 a.m.- 4:30p.m.

Qualifications
BASIC EDUCATION REQUIREMENT: Bachelor's degree or four (4) years of education leading to a bachelor's degree from an accredited institution in accounting or related field such as business administration, finance or public administration that included or was supplemented by 24 semester hours in accounting (may include up to 6 credit hours in business law). Transcripts required. -OR-
COMBINATION OF EDUCATION & EXPERIENCE: Four (4) years of experience in accounting, or combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
1. 24 semester hours in accounting or auditing courses of appropriate type and quality (can include up to 6 hours of business law);
2. A certificate as a Certified Public Accountant or Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, (15 out of the 24 required semester hours in accounting) provided that (a) you have successfully worked at the full performance level in accounting, auditing or related field; (b) a panel of at least two higher level professional accountants or auditors has determined that your experience demonstrates breadth, depth, level of advancement normally associated with successful completion of a four year course of study in accounting or related field; and (c) your education, training, experience fully meet the specified requirements. In addition to the Basic Requirements, applicant must meet at least one of the following minimum qualifications requirements.
MINIMUM QUALIFICATIONS GS-07: One (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the position. Examples of specialized experience include: knowledge of the theories, principles and practices of accounting and financial management; applying accounting procedures related to appropriation funding allotments, obligations and disbursements; knowledge of general ledger and subsidiary accounts; using an automated general ledger and cost system; preparing accounting reports. Superior Academic Achievement (SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
1. Rank in the upper one-third of your class in the college, university or major subdivision.
2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

One year of graduate education in accounting (usually 18 semester hours unless otherwise specified by the school). Or related field such as business administration, finance or public administration that included or was supplemented by 24 semester hours in accounting (may include up to 6 credit hours in business law). A combination of specialized experience and graduate education as described that demonstrates my ability to perform the duties of this position. This experience must be detailed in your resume and transcripts are required.
