National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.

Duties

Develops, plans, and administers programs and activities, setting precedent on overall policies, objectives, time frames and procedures necessary for program accomplishments Provides leadership and direction to civilians who are professional, technical, skilled and wage grade personnel. Assigns work to subordinates based on priorities and difficulty of assignments; establishes goals and objectives, and plans work based on priorities and milestones; establishes performance objectives and evaluates work performance Provides accurate sketches through CAD (Computer Assisted Design) and mathematical computations to update blueprints for support of facility maintenance and construction projects and programs. Reviews records of expended man-hours, and material costs and compares with estimated costs for projects. Performs a variety of inspections of projects during all phases either on a day-to-day or periodic basis.

Requirements

  • Must be a U.S. Citizen or National
  • Security clearance of Secret required and must be obtained and maintained.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Financial Disclosure: In accordance with the Ethics in Government Act 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.
  • Must obtain and maintain a Facilities Engineering Level II certification. Certification/training must be completed within 24 months. 80 continuous educational learning points every 2 years is required to maintain certification.

Qualifications

You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 for GS-11 and GS-11 for GS-12 grade level in the Federal service. Specialized experience for GS-11 is defined as: Developing and interpreting drawings and blueprints; Experience with drafting software such as AutoCad and 2-D/3-D Computer-Aided Drafting; and Managing contracts and contractors. Specialized experience for GS-12 is defined as: Scheduling and overseeing maintenance service projects to their successful completion; Serving as a technical representative for facilities maintenance; and Applying comprehensive knowledge of construction and building methods and maintenance in one or more of these engineering utilities: electrical, civil or mechanical systems Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-11 SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.

GS-12 SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Education is not substitutable for specialized experience for this grade level.
