Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Intelligence, Intelligence Enterprise Mission Support Directorate (IEMSD), Intelligence Enterprise (IE) Training Academy located in Harpers Ferry, WV.

Duties

This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) In this first-line supervisory position you will manage subordinate staff who are directly engaged in providing the CBP intelligence enterprise (IE) and operational stakeholders with intelligence training that enhances their ability to make strategic, operational, and tactical decisions in support of CBP operations directed at threats to border security. Major Duties for this position include but are not limited to: Applying Analysis, Design, Development, Implementation, Evaluation (ADDIE) Instructional Systems Design Model in creating and updating intelligence curriculum; applying intelligence subject matter expertise to deliver intelligence instruction. Managing course administration; collaborating with and representing CBP Intelligence Enterprise (IE) training equities to external partners for enhanced training program execution and to enable intelligence processes, information sharing, and partnerships. Leading change by supporting the identification and implementation of goals and objectives that further the effectiveness of Intelligence Enterprise (IE) counter threat operations; leading people, directing and managing subordinate staff engaged in providing intelligence training, and program or project management of the training program; performing all the following supervisory functions to ensure success of unit and division programs. Planning, programming, budgeting, and ensuring accountability for the programs and initiatives of the division, and training subordinates on these business processes.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Delivering content through various strategies including instructor-led training, e-Learning, and practical exercises. Supporting development and implementation of Intelligence Enterprise (IE) policies, directives, doctrine, processes, and procedures for effective intelligence support to operations. Devising new methods or procedures for accomplishing work to solve productivity problems Keeping management continuously informed of status of projects and workloads, preparing reports as required. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/10/2024.
