This position is located in the VHA Office of Health Informatics (OHI), Health Information Governance (HIG), Library Network Office (LNO). The VA Central Office (VACO) Library is the departmental library for the second largest government agency, serving VA employees in all 3 administrations: Veterans Health Administration (VHA), Veterans Benefits Administration (VBA) and National Cemetery Service (NCA) who are aligned under VA Central Office (CO).
Duties

Major Duties include but are not limited to:
Serves as the expert professional information specialist and has full delegated authority and responsibility for developing, managing, and administering a comprehensive library program and overseeing all aspects of daily operations of the VACO Library.
Recommends and establishes the scope and extent of programs and services to be offered.
Establishes, implements and reviews program guidelines, policies, and operating procedures.
Conducts and reviews progress and status reports for program operations.
Designs and organizes a distinct library SharePoint site to ensure access to all knowledge-based information resources purchased by the VACO Library and at the national level.
Serves as the expert in searching highly specialized biomedical, nursing, and allied health, as well as health management databases and the Internet.
Serves as the first line supervisor for two GS-9, one GS-11 and one GS-13 level library staff.
Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Observes workers' performance and conducts work performance critiques.
Provides informal feedback and periodically evaluates employee performance.
Resolves informal complaints and grievances.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Requirements: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for the Librarian 1410 series. TRANSCRIPT REQUIRED.
A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
OR
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
AND
In addition to meeting the basic entry qualification requirements, applicants must have directly related specialized experience in the amounts required for the grade level.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as expert professional librarian developing, managing and administering a comprehensive library program. Recommending and establishing the scope and extent of programs and services offered. Ensuring library services such as reference, cataloging, document delivery, sharing agreements with consortia, and shared electronic systems are efficiently and operationally sound, and contributing to the accomplishment of programs and goals. Providing reference services to senior and executive level staff, national subject matter experts, and advisory committee members. Carrying out complex searches providing accurate and reliable information that informs management decisions, providing context for research efforts and encouraging the self-directed learning of staff.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some travel may be required.
