About the Position: This position serves as a Debt Collections Assistance Officer (DCAO) and Beneficiary Counseling Assistance Coordinator (BCAC) for the Military Treatment Facility (MTF), located at Malmstrom Air Force Base in Cascade, Montana. This is a Direct Hire Solicitation.

Duties

Establish long-and short-range plans, policies, and monitor standards for TRICARE to assure compatibility and integration with treatment facility requirements and policies. Assist beneficiaries with medical debt issues, researching and requesting resolution of debts with providers and credit bureaus. Conduct studies to evaluate and recommend ways to improve the effectiveness and efficiency of the health care delivery systems. Provide analysis and evaluation services for implementation and management of TRICARE program to ensure legal and regulatory compliance. Review organization to optimize use of resources and maximize efficiency and effectiveness of the organization in line with Defense Health Agency and TRICARE mandates. Conduct analysis of current and projected health care needs/services to determine effectiveness to implement cost-saving programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • A one-year probationary period is required if the selectee has not previously met this requirement.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.
  • Applicants may be required to fulfill non-privileged professional credential requirements.
  • Employee may be required to work irregular and/or extended hours including weekends and after normal duty hours to meet short tasks as well as give briefings to military and civilian beneficiaries.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Health System Specialist: Specialized Experience: One year of specialized experience which includes providing counseling and/or assistance regarding health care-related issues as they relate to insurance programs, benefits, debt collections, medical claim appeals or eligibility. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Health, Health Science, Hospital Administration, Public Health Administration, Health Information Management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
