This position is located in DHS/U.S. Coast Guard, Director of Operational Logistics, Base Borinquen, Personnel Support Detachment, located in Aguadilla, PR.
There is a 2.81% (of basic pay) Cost of Living Allowance (COLA) authorized for this position location. Please see Nonforeign Area Cost-of-Living Allowances for more information. With PCS entitlement comes the eligibility for enrollment into the DoDEA School.
Duties
The position is located at Base Borinquen which provides a wide range of facilities for use by active duty personnel and their dependents. The purpose of the position is to plan, organize and administer Morale, Well-being and Recreation (MWR) activities and programs that promote the physical, creative, and social development of its participants.

- The position requires a valid state driver's license.
- This position requires travel.
- Must provide unofficial transcripts if using education.
- Must be able to lift up to 50 lbs.
Qualifications
AT THE GS-11 GRADE LEVEL: Applicants must one year of specialized experience equivalent to the GS-09 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work. Examples of specialized experience include effective financial management and budget execution in recreation programs. Proficient written skills applied in developing Performance Work Statements for service or maintenance contracts. Planning, organizing, coordinating, supervising and evaluating recreational programs and athletic activities. Oversight management and supervision of staff at multiple facilities; Auto Hobby Shop, Discount Entertainment ticket retail programs, swimming pool, gymnasium, outdoor athletic fields, and picnic ground areas.
Education:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
Individual Occupational Requirements:
Undergraduate and Graduate Education: Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. (Must provide unofficial transcripts).

Experience
Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include:
Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs.
Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels.
Instructing in the principles and techniques of recreational program planning and management.
Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
