You will serve as an IT SPECIALIST (INFOSEC) in the Cybersecurity Division of the Information Communications Directorate of MARINE CORPS AIR GROUND COMBAT CTR.

Duties

you will provide technical direction to a staff of military, civilian and contractor personnel. You will set standards, evaluate performance of subordinates, and identify professional development and training opportunities. You will create, modify, and enforce command Cybersecurity policies and procedures in accordance to DoD, DON, and USMC policies and guidelines. You will manage all aspects of the Risk Management Framework (RMF) to mitigate risk to an acceptable level.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This is a drug test designated position. The incumbent is required to pass a pre-employment drug test and random testing thereafter.

Qualifications

Your resume must demonstrate you have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: comprehensively analyze policies and procedures, review and evaluate the impact of new guidance on current programs and recommends changes to existing plans and policies to ensure compliance and responsiveness. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: works with and coordinates with system owners and program managers with change, configuration, and patch management processes. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: influence and persuade employees and managers to accept and implement findings and recommendations regarding organizational conflict, competing objectives, or resource problems. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: develop and apply new techniques, technologies, and applications to previously unsolvable problems and recommend solutions to influence agency IT policies or programs as they affect utilities infrastructure. In addition to the experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as follows: performing computer network defense operations; providing expert information and security technology plans and integration network support ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning analysis, development implementation, maintenance, and enhancement of information system security programs, policies, procedures, and tools; AND developing and recommending protective network security devices and systems for acquisition and implementation. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Conditions of Employment (continued): This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work role as identified above and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies. This designation requires the incumbent to: 1. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF work role(s) and proficiency level(s) as documented on this coding sheet. For more information, please review DoDM 8140.03 and supporting DON policies. 2. Participate in continuous professional development program as described in DoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements. 3. Acknowledge responsibilities in writing via command designation letter. Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service
