The primary purpose of the position is to serve as the single point of contact to coordinate sexual assault response when a sexual assault is reported at the installation. The incumbent serves as the designated program manager of sexual assault and sexual harassment victim support services, oversees local implementation and execution of the SAPR Program, and ensures comprehensive victim services are provided through a coordinated community response.
Duties
Program Management, including but not limited to:
Provides overall management and evaluation of sexual assault awareness, prevention, training, and victim advocacy at the installation.
Responsible for assigning, monitoring, managing and documenting victim assistance and advocacy activities performed by the SAPR VAs at the tactical (e.g., command/installation) level.
Advises installation leadership on legislative, policies, programs, and initiatives regarding the prevention of sexual assault and response services to victims.
Conducts program needs assessment. Presents findings and recommendations to installation leadership. Ensures SAPR program is compliant with authoritative guidance to include legislative, policy, program instructions and certification standards.
Interfaces with military and civilian agencies to identify resources and services to promote availability of victim support systems for victims of sexual assault and sexual harassment.
Liaises with cognizant departments/agencies (e.g., medical, base security, Naval Criminal Investigation Service, Victims' Legal Counsel and chaplains) to facilitate a team approach in sexual assault cases.
Collaborates with local community crisis counseling centers to augment or enhance the installation SAPR Program.
Develops and maintains a current and comprehensive file of Navy and civilian resources for victims of sexual assault and sexual harassment.
Training, including but not limited to:
Trains commands, SAPR Victim Advocates (VAs), Unit SAPR VAs, and others as requested utilizing standardized curriculum provided by CNIC Headquarters SAPR.
Ensures command SAPR personnel are properly trained to provide briefings to commands that include proper reporting procedures, maintaining victim confidentiality, and available victim support services.
Liaises with local victim support agencies in order to gain support and cooperation in achieving support for victims of sexual harassment and to promote the enhancement of the sexual harassment services.
Plans, schedules and facilitates sexual harassment response training for all installation personnel, leadership, deploying personnel, and other key functional stakeholders to include annual refresher training.
Case Management, including but not limited to:
Documents and maintains current records.
Tracks the status of the SAPR Program within their AOR to include, issues, trends, areas needing improvement, effectiveness of local case management, and installation climate.
Performs victim advocacy duties and provide a non-clinical response that is trauma-informed, gender responsive, culturally competent, and recovery-oriented to adult victims of sexual assault.
Performs a complete risk assessment screening, thorough safety assessment and planning, and ongoing needs assessment for all adult sexual assault cases and conduct initial and ongoing needs assessments.
Provides referrals and non-clinical support to Service member victims of sexual harassment.
Informs Service member victims of sexual harassment of all available SAPR services and conducts warm hand-offs to the Equal Opportunity Office for the filing of formal reports of sexual harassment as appropriate.
Oversight, including but not limited to:
Maintains oversight of all aspects of victim advocacy services provided by SAPR VAs and tracks, at a minimum, what subordinate units require SAPR VAs, a roster of those SAPR VAs and, status of their training, and rotation dates.
Communicates assignments, milestones, and deadlines to SAPR VAs, as directed by supervisor, to achieve specific tasks, produce reports, and deliver victim assistance services.
Explains team goals and objectives to SAPR VA team and assist them in organizing to accomplish work.
Resolves simple, informal complaints of employees and refer others to supervisor.
Ensures victim advocacy services include: the capacity to respond by telephone and in-person 24 hours a day, providing support and assistance to victims of sexual assault and sexual harassment, including response within 60 minutes of the referral, either telephonically or in-person and procedures for contacting SAPR VAs, as well as specific protocols that govern the duties and responsibilities of the SAPR VA.
Ensures SAPR personnel receive proper training to fulfill requirements of their positions.
Requirements
- Must be able to obtain and maintain a Secret Security Clearance.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Must successfully complete a criminal history background check with no adverse information or feedback received. Child Care National Agency Check and Inquiry background check is required.
- Must comply with DoD Sexual Assault Advocate Certification Program (D-SAACP) policy guidelines and complete initial and ongoing certification training requirements.
- May be required to provide SARC duties and responsibilities in a deployed environment.
- Incumbent must have or be able to obtain and maintain a current state driver’s license.
- This position requires routine on-site access to government facilities. The incumbent may perform the tasks at an off-site location for ad hoc and situational telework only.
Qualifications
At least four (4) years of specialized experience in victim assistance or advocacy within either military or civilian sector. (Note, if basic qualification is met with experience, this may also be credited for specialized experience requirement, if appropriate (e.g. four years of appropriate experience in victim assistance or advocacy, also fully meets specialized experience requirement.)
Experience conducting effective sexual assault prevention and response trainings and briefings.
Experience providing non-clinical, one-on-one support to victims of sexual harassments.
Experience interpreting and applying sexual assault prevention and response policies within the Department of Navy (DON), federal government, or state/local government/private industry.
Education
In order to be considered for this position, the applicant must have one of the following:
- Four-year degree or higher in behavioral or social science; or related disciplines appropriate to the position.
- Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
- Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
