This National Guard position is for a PUBLIC AFFAIRS SPECIALIST, Position Description Number NGD2382000 and is part of 114 FW. This is a Title 32, Dual-Status position. AREA(S) OF CONSIDERATION: - Members of the South Dakota Air National Guard and those eligible to become a member.

Duties

As a PUBLIC AFFAIRS SPECIALIST, GS-1035-09/11, you will: This position is located in the Public Affairs Function of a State Air National Guard (ANG) Wing, under direct supervision of the Wing Command. This is an Air National Guard dual status technician position that requires military membership, compatible military skill assignment and classification. The primary purpose of this position is to carry-out a wide range of public affairs assignments that include elements of visual information, social media, media operations, community engagement, command information, communication planning, contingency/crisis response, environmental, security, policy review, and public affairs resource management in support of the mission and the commander's priorities. The position modifies standard methods, evaluates the effectiveness of information, and adapts approaches in developing new informational materials aimed at enhancing the understanding of recipients.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: SSgt to SMSgt. Military grade inversion within the full-time work force is not permitted. The military grade of the full-time supervisor must equal or exceed the military grade of personnel supervised. GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or utilizing analytical skills to disseminate effective communication. Experience using computers and automation systems. SPECIALIZED EXPERIENCE: GS-09 1-year equivalent to at the next lower grade level of experience, education, or training involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public. GS-11 1-year equivalent to at least next lower grade level of experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. - Knowledge of public affairs concepts, principles, practices, and techniques including internal, social media, community, and media relations to establish, implement, and maintain a proactive program. - Knowledge of the principles and methods of mass communication media and skill in applying principles and using methods in conducting an internal information program providing all unit members with relevant news and necessary information. - Skill in writing and editing news and feature articles. - Skill in evaluating the appropriateness of information to be released. - Skill in utilizing Adobe Photoshop, Adobe Premiere, and MS Office programs. Statement of Difference: The incumbent selected will meet the experience and educational requirements for entry at the developmental level of GS-09 for a Public Affairs Specialist, GS-1035-11, Position Description (PD) # NGD2383000. A locally developed Individual Development Plan (IDP) will be established for the incumbent. This plan will be designed to provide the individual selected with the opportunity to gain the formal on-the-job training for the position. This allows the individual to gain the required knowledge, experience and skills required for promotion to the full operating level of the Public Affairs Specialist at the GS-11 level. The Supervisor and Human Resources Office will be responsible for ensuring the incumbent is performing the full scope of duties and responsibilities listed within the statement of difference when working under normal supervisory controls prior to allowing the individual to be promoted.
