Duties
The incumbent will serve as the Senior Marine Investigator providing technical expertise to the Captain of the Port (COTP)/Officer in Charge Marine Inspection (OCMI) in all aspects of marine casualty investigations.

Qualifications
To Qualify for the GS-13: Applicants must have one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that has equipped you with the particular competencies or knowledge, skills, or abilities to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Preparing investigative reports, briefing papers and technical analyses related to the findings of facts, conclusions and safety recommendations made related to marine casualty investigation; analyzing casualty investigations or trends in casualty data to draft appropriate Safety Recommendations, Safety, Letters of Concern, Issue Papers, and Memos; Investigating merchant mariner negligence, misconduct, incompetence, and dangerous drug use leading to appropriate remedial MMC suspension or revocation, including the preparation and presentation of the government's case before an Administrative Law Judge; Issuing subpoenas and complaints, negotiates Settlement Agreements, processes Voluntary Surrenders and Deposits and Administrative Clemency applications.
