Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Enforcement and Removal Operations (ERO), in Odenton, Maryland.
This is a non-bargaining unit position.
Duties
As a Management and Program Analyst (Detention Services Manager) - Temporary NTE 12-months, you will perform the following duties:
Implementing and administering agency policy and procedures related to detention services and requirements;
Conducting daily on-site facility reviews to document compliance and non-compliance, assess performance, identify areas that are in need of improvement, and take appropriate action to achieve desired results;
Collaborating with executive decision makers and assigned superiors in the formulation and development of the detention program objectives, policies, and procedures governing the execution of specific detention programs; and
Conducting reviews and inspections, provide leadership and guidance to fellow field officers to ensure compliance with policies and procedures, resolving problems requiring interpretation, and application of policy and complex phases of the law.
Note: Incumbents who have not previously successfully completed specialized training such as ICE Detention Standards, management of medical emergencies, safety management, interpersonal communication skills, DHS Contracting Officer's Technical Representative training, Project Management Certification and other training programs, may be required to attend and successfully complete such course after entrance on duty.

You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as:
Reviewing agency policies and directives regarding oversight, and coordinating the analysis with managers and top-level officials;
Planning and participating in special studies with team members to provide advice and assistance to managers, as well as develop, and evaluate policies in assigned program areas;
Coordinating planning through briefings, presentations and conferences for high-level and executive management;
Negotiating effectively with management to accept and implement recommendations, where the proposals involve significant agency resources, and may require extensive changes in established procedures; and
Performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning.
