The encumbered has responsibility for the professional Engineering programs such as Maintenance and Repair, Utility Plant Operations, Energy Management and Conservation Program, Safety, Fire Prevention, Industrial Hygiene, Emergency Preparedness, Green Environmental Management, Vehicle Fleet, Grounds, Capital Planning, and Construction Project Management section at a multi-faceted and affiliated VA Medical Center, including outlying Community Based Outpatient Clinics.

Duties

Engineering Program Management and Administration: The Assistant Chief Engineer is responsible for strengthening and enhancing healthcare facility engineering and operations. The Assistant Chief Engineer is a key managerial advisor reporting directly to the Chief Engineer. This position acts in the full authority and capacity of the Chief in his/her absence, and is relied on for authoritative advice on all aspects of engineering matters. This position is a fully participating technical advisor in all or almost all significant management planning, policy, and decision-making actions of the Medical Center except those of a primarily medical nature. This position is involved with long and short-range planning, establishing policy, and budgeting for the Medical Center, as well as for all Engineering Service programs. The Assistant Chief Engineer is responsible for maintaining effective relations with local Government agencies, Labor Unions, Professional Engineering Societies, Affiliated Universities, Research Program Leaders and other interested organizations as required. May be called upon by Headquarters to participate in special studies, pilot operations or activities of Agency or Government wide significance; may also be designated as a leader of a group of Medical Centers engaged in special studies or test projects. Budgeting/Financial Management Work Provides for the budgeting and financial management for Engineering Service. This includes budget formulation, justification, and execution; financial management; and financial reporting. The Assistant Chief Engineer identifies functional requirements for current and future programs inclusive of life-cycle costs. Provides advice to management and program personnel on budgetary and finance issues. Maintains awareness of and information about the overall status of financial resources for the office in order to react to changing situations with timely recommendations. Participates with management in defending the budget before senior level management. Interacts and negotiates on adjustments or reprogramming in support of major program changes or requirements. Reviews for financial impact. Research and Analysis Work Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Engineering Service. Provides expert analysis and advice on complex program issues. Based on operations and changing program requirements, identifies relevant issues. Collects relevant information from many varied sources, some of which are difficult to access. Devises new analytical techniques to evaluate findings. Special Projects: Plans and/or accomplishes special projects. Manages special projects for major office or program issues of broad impact. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Professional Engineering/Architectural Analysis and Advice This position serves as the Assistant Chief Engineer within a medical center/VISN/VACO hierarchy. In this capacity he meets regularly with other Engineers from across the country and VA Leadership from the Office of Capital Asset Management and Engineering Support (OCAMES). This position interfaces between VACO and the other Engineers in VISN, and the VISN Capital Asset Manager. Must meet program performance standards as defined at the national, VISN level, and medical center level. Develops and maintains performance monitoring, tracking and reporting systems. This position is responsible for most strategic planning of present and future physical plant matters at the Medical Center. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: Ad-hoc Position Description Title/PD#: Supervisory Healthcare Engineer ( Deputy)/PD25704F Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The Chief Engineer must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment. Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (T JC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering. Knowledge of construction standards, methods, practices and techniques, materials and equipment to determine compliance with engineering regulations and standards. Skill in researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures. Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets. Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
