This position is located in the Regulatory Compliance and Risk Management (RCRM) Staff, Office of the Center Director, National Center for Toxicological Research (NCTR), which is responsible for managing the areas of environmental safety and health, occupational health, radiation safety, physical security, records management, and quality assurance.

Duties

Provides advice for matters of modification to or evaluation of work processes, equipment, or facilities related to the health of Center employees. Participates in developing courses of instruction for laboratory personnel and provides technical instruction on industrial hygiene subjects. Maintains close liaison and cooperation with all parts of the organization including onsite contractors to assure a complete integration of the organization's occupational health and industrial hygiene program. Performs inspections or surveys of work sites to identify and evaluate conditions which may be hazardous to workers' health and recommends measures to eliminate or control those hazards identified.

Qualifications

The position of Safety and Occupational Health Specialist falls under the 0018 occupational series. To qualify for this position at grade GS-11/12, you must meet Time-in-Grade requirements by 11:59 pm EST on 05/16/2024. Basic Requirements Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-11: Applicants must have at least one year of specialized experience, equivalent to the next lower grade of GS-09 or equivalent band level of responsibility in conducting inspections and/or assessments of research laboratories and experience making recommendations to prevent potential work hazards or safety risks for a program; and providing advice and guidance to employees and managers on safety program issues. OR Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Have a combination of specialized experience as described above and education as described above that, when combined, equal 100% of the total requirement. GS-12: Applicants must have at least one year of specialized experience, equivalent to the next lower grade of GS-11 or equivalent band level of responsibility in the Federal planning, implementing and/or maintaining a safety & occupational program to include eliminating or controlling potential hazardous activities; conducting surveys, inspections and/or assessments of research laboratories, storage facilities, office spaces and construction projects. Experience making recommendations to prevent potential work hazards or safety risks for a program; and providing advice and guidance to employees and managers on safety program issues. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. FOREIGN EDUCATION
