THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP. This National Guard position is for a LOGISTICS MANAGEMENT OFFICER, Position Description Number PDD1066000 and is part of the Mississippi National Guard.

Duties

As a LOGISTICS MANAGEMENT OFFICER, GS-2181-13, you will manage, plan, organize, and direct AASF logistics operations in support of AASF and supported aviation unit training and flight operations. The Aviation Logistics Management Officer (ALMO) provides logistical support to, and partners with, the AASF Commander, Flight Operations, Safety, Quality Assurance, and supported unit commanders in planning, scheduling, and implementing a comprehensive flying program. Through subordinate supervisors and supervised maintenance test pilots, the incumbent is responsible for managing and administering the AASF logistics functions to meet mission requirements - both state and Federal. The ALMO integrates and coordinates efforts of disparate functions and resources to optimize readiness of supported aviation units. The ALMO represents the AASF for logistics at all levels of command. DUTIES AND RESPONSIBILITIES: 1. PLANS AND PROGRAMS: -- Collaborates with the AASF Commander, AASF staff, and supported unit commanders to plan, develop, and implement long and short term plans to effectively use aircraft and flying hours, and to accomplish vital training and operational missions. Coordinates with Flight Operations to assure an integrated approach to solution of problems relating to availability of aircraft to conduct the military mission. Assesses the impact of changes in or to the flying program, and coordinates with operations to ensure that these changes do not exceed AASF logistical capabilities. Recommends aircraft and direct flying hours to meet AASF and unit operational contingencies. -- Reviews aircraft maintenance and related material support requirements with respect to specific objectives, relative priorities, capabilities, and limitations. Participates in planning meetings to insure proper scheduling of aircraft commitments, commensurate with the maintenance capability of the AASF. Supervises the development of plans for logistical support of the AASF flying program. Reviews program operations and ensure the commander is informed on status, progress, and actual/potential problem areas. Confers frequently with the AASF Commander to review changes in situational requirements resulting from resource, policy, or directive revisions received from higher-level authority. Recommends the adjustment, and ensures flexibility, of plans and programs to meet changing requirements. 2. LOGISTICS MANAGEMENT: -- Reviews and evaluates higher-level headquarters' directives and policies for AASF implementation. Develops action plans, internal policies, and procedures to assure timely, effective, and complete maintenance support for units, facility, state, National Guard Bureau (NGB), and DA mission requirements. Ensures development and implementation of standing operating procedures (SOPs). Takes or directs action to improve quality, increase production, handle special projects, correct unsatisfactory conditions, etc. -- Oversees the preparation and execution of budgets for man-days and funds to resource AASF logistics requirements. Directs logistics programs to ensure mission accomplishment and the optimum use of resources. Manages the execution of logistics resources to meet mission requirements. Serves as a program manager and represents the AASF at Program and Budget Advisory Council (PBAC) meetings. 3. LOGISTICS OPERATIONS: -- Through subordinate supervisors, directs staff and production functions related to aircraft maintenance, production support, material services, ground support, and facility services. Establishes goals and objectives for the accomplishment of current and projected workloads. Plans, organizes, and coordinates day-to-day operations of the AASF logistics support. Integrates full-time support and ARNG unit personnel in optimizing logistics support of aviation units. The work force includes a variety of staff administrative, trades, and crafts occupations. Makes decisions regarding equipment services and repair within capacities of AASF to accomplish assigned missions. Monitors operational and maintenance status of all aircraft assigned to the AASF. Analyzes workload and provides guidance to assure that production goals are met. Reviews, accepts, amends, or rejects work which has been reviewed by subordinate supervisors. Receives performance analysis reports; and from these, directs necessary actions to assure continued improvements in positive trends or correction of adverse trends. 4. MAINTENANCE TEST FLIGHTS: Performs MTFs to determine airworthiness of aircraft supported by AASF. Verifies that airframe, flight controls, power plant, systems accessories, and items of equipment are functioning in accordance with predetermined specifications during flight. 5. UNIT COORDINATION: Consults with supported unit commanders in planning and executing training or contingency exercises involving individual or multiple units in support of unit readiness. 6. MILITARY REQUIREMENTS: SUPERVISOR HIGHLY DESIRES UH-60 PILOT-IN-COMMAND (PIC) QUALIFIED WITH A MINIMUM OF 150 HOURS PIC TIME. SHOULD BE UH-60 MAINTENANCE TEST PILOT (MTP) QUALIFIED -OR- MUST BE ABLE TO COMPLETE THE UH-60 MTP COURSE WITHIN 24 MONTHS. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). GENERAL EXPERIENCE: Must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities. Qualification competencies are determined by three factors in combination: The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. Experienced in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA). Although a variety of piloting administrative tasks are performed in support of an Army National Guard aviation program, experiences include the abilities to train and instruct others in the piloting of a main-frame military aircraft. Experienced in mission tasking, intelligence reporting, and applying weather information. Experienced in supervising and/or filing of flight plans and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Experienced in operating aircraft controls and equipment. Experienced in performing or supervising the work procedures involved in navigation, in-flight refueling; search and rescue operations; or surveillance and reconnaissance. Ability to conduct or supervise the training of crew members in simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Experienced in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics. Must have at least two years experiences in instructing others in a specific air-frame/military aircraft. Competent to complete various piloting administrative tasks performed in support of Army National Guard aviation programs. Skilled to instruct others to pilot military aircraft on a regular and recurring basis. Experienced in the aviation unit quality control management programs; plus, skilled in the unit flying, explosive, and ground safety programs in accordance with Department of the Army, National Guard Bureau, and Occupational Safety and Health Administration directives. Experienced in following directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements. Experienced in coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs. Experienced in one or more missions such as, air-to-air; air-toground; mortar-to-arm escort; surveillance; reconnaissance; surface attack; killer-scout; target illumination; or laser targeting. Experienced in piloting manned or unmanned aircraft. Experiences may include the traditional "stick and rudder" type controls for piloting aircraft direction, altitude, and speed. Experienced in on-board aircraft instrumentation and aircraft mounted video cameras. Experienced in visual flight-rule type flying and aircraft instrument flying. Experienced in flying simulated "real world" combat and non-combat missions and terrain. Experienced in planning, scheduling, and conducting flights through Federal Aviation Administration controlled national airspace. Experienced in applying operational directives, training directives, instructions, standard operating procedures, and special instructions of National Guard Bureau, United States Army, and gaining commands. Experienced in working independently to plan and perform work assignments. Experienced in completing safe and efficient missions through the use of Operational Risk Management. Experienced in cancelling flying activities, diverting aircraft, dictating mission requirements, approving specific activities, coordinating for airport or airspace utilization with FAA, and/or, directing emergency actions involving unit support agencies. Experienced in using applicable Army aviation regulations, policies, requirements and standards, skills and practices; and, the applying instructional techniques to the training of other pilots in the Army National Guard flying facilities. Experienced in conducting particular combat tactics, missions, or specific main-frame aircraft; or, flying in mountainous terrain, performing tactical remote site evaluation, performing landings on remote sites, providing ground and flight training, and conducting night-vision operations and instruction. Experienced in standardization and evaluation programs, written ground examinations, emergency procedures, and aircrew performance standards in accordance with applicable directives and Federal Aviation Administration certification requirements. Experienced in reviewing and complying with applicable service flight publications and directives for accuracy and currency; and knowledgeable of weapons and tactics for applicable military aircraft. Experienced in maintaining detailed wartime and peacetime contingency plans and supplements for unit mobility, deployment, strange field operations/ employment, and redeployment.
