Duties

Develop, review, and edit detailed analysis. Formulate estimates and proposals for funding needs. Plan and execute all budget activities. Continually reviewing all financial systems. Understand all budget data and advise managers and state leadership on funding matters. Extract and analyze budgetary data for reports used by all levels of the organization. Ability to forecast budget trends and communicate to emerging issues. Respond timely to budget requests. Informing all levels of the organization of status of funds. Communicate effectively with all levels of the organization. Resolving issues at the lowest level to ensure appropriate use of all funding. Providing budget training when needed.

Qualifications

For GS-7: You must possess one (1) full year of specialized experience at or equivalent to the GS-5 level that is equivalent in difficulty and complexity as indicated by the following examples: Gathered, reviewed, verified and/or consolidated a variety of financial information to prepare financial reports consistent with regulations and guidelines; Tracked expenditures by proper accounts and type; Assisted with budget planning, preparation, and execution; analyzed and evaluated changes in program plans and funding and their effect on the budget. -OR- Education: 1 full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-9 You must possess one (1) full year of specialized experience at or equivalent to the GS-7 level that is equivalent in difficulty and complexity as indicated by the following examples: Reviewed funding documents to determine whether obligations and/or expenditures are within the funding limitations of the approved budget; Utilized automated budget and accounting systems to track financial transactions; Reviewed and researched accounting reports in order to balance financial transactions. -OR- Education: earned a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-11 You must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples: Performed routine budget analysis functions such as development, preparation, and revision of the budget, fund estimates, and project plans; Provided required data and assistance in developing budget and program planning summaries; Assisted with the review, coordination and analysis of budgetary documents, allocations, and operating budgets. . -OR- Education: earned a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
