This position is located in Health Resources and Services Administration, Office of Federal Assistance and Acquisition Management, Division of Financial Integrity, Financial Advisory Branch, Financial Assessment Team. The duty location for this position will be at Headquarters or one of the 8 Regions.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Supervisory Financial Integrity Specialist, you plan, organize and provide administrative and technical supervision necessary for accomplishing the work of your assigned staff within the Financial Advisory Branch.
Your major duties and responsibilities include:
Providing expert advice and guidance in a specialized area of cost accounting, requiring the development and implementation of cost accounting policies, procedures, and reports.
Resolving financial accounting questions and/or administrative deficiencies shown in reports on the audit costs incurred under grants and contracts awarded to educational, nonprofit organizations, hospitals, state and local government and profit-making institutions.
Developing new audit and review approaches where no precedent exists.
Designing and conducting a wide variety of comprehensive studies and detailed analyses on complex functions and processes.
Identifying and proposing solutions to management problems that are of major importance to the efficient operation of programs or activities.
Coordinating with staff and program officials to evaluate difficult and complex organizational operations and activities, and recommending improvements or internal controls.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
Leading financial or fiscal operational and compliance reviews, assessments or audit of grants.
OR
Providing technical guidance in the identification and resolution of financial accounting deficiencies in grants management administration.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
ACCOUNTING: Knowledge of traditional accounting practices including accrual, obligations, and costs methods.
AUDITING: Knowledge of generally accepted auditing standards and procedures for conducting financial and compliance, economy and efficiency, and program audits.
GRANTS MANAGEMENT: Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
COMPLIANCE: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
LEADERSHIP: Inspires, motivates and guides others toward goal accomplishment; coaches and mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for individuals by applying these values to daily behaviors.
