This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent will serve as Motor Vehicle Operator for the U.S. Army Corps of Engineers Logistics Activity. Incumbent will be expected to perform a range of duties, such as operate vehicles on Federal, state, country roads and city streets in all traffic conditions.

Duties

Performs minor maintenance on vehicle(s) such as changing tires. Reads and understands owner's manual for the assigned vehicle for the purpose of properly operating, loading/unloading, fueling, and maintaining. Secures and distributes cargo properly to prevent damage or loss in transit. Frequently drives through congested metropolitan traffic on freeways and on rural and secondary roads. Obeys all traffic laws and safety regulations required for vehicles, roads, loading and unloading, and other applicable precautions.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position is subject to a pre-employment drug test screening and random drug and alcohol test screenings thereafter.
• Must possess and maintain a valid state driver's license.
• This position requires pre-employment and periodic medical examination for fitness of duty.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Motor Vehicle Operator~ without more than normal supervision. Ability to perform common duties of safely operating a variety of motor vehicles such as: crew cab/pickup/panel/flatbed trucks, sedans, jeeps, and station wagons with an approximate gross vehicle weight up to 4,500 kilograms (10,000 pounds), driven for specific trip assignments or regularly established schedules over public roads to transport personnel, supplies, materials, equipment, or tools, or to tow equipment throughout rural or urban areas; Ability to conduct minor vehicle maintenance (such as tire or fluid change) and load and unload vehicles by hand, in accordance with established procedures and manuals. - Failure to meet this Screen Out Element will result in an ineligible rating. Physical Effort: Moderate physical effort may be required in making couplings between the vehicle and towed equipment because safety chains, towbars, and hooks must be lifted and properly secured. Considerable physical effort may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt or replacing an electrical fuse on open highways. Working Conditions: Drivers operate vehicles in all types of traffic and weather on public roads (or the equivalent), and are exposed to the danger of serious accidents. They drive in heavy traffic and at highway speeds over complicated road and interchange systems. Work is done inside or outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Motor Vehicle Operators are regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls, and injury from falling stock or mechanized work areas. When working in hazardous materials areas, they may be subject to exposure from radiation, toxins, explosive hazards, or chemical fumes. Work may require wearing protective clothing such as hardhats, steel toed shoes, rubber gloves, masks, and rubber aprons.
