Duties

Serve as the Contracting Officer Representative (COR) for engineering contracts. Develop Statement of Work for engineering contracts. Prepares cost and time estimates, work schedules, cost/benefit analyses, and feasibility studies for construction, maintenance, and land treatment contracts Modify, adapt, and or refine broader guidelines to resolve specific complex or intricate issues and problems by researching trends and patterns then develop new methods and criteria to solve the situation. Develop a schedule/sequence of activities to complete the construction or maintenance projects. Serves as an expert with the capabilities, cost, operations, and maintenance of equipment as well as the materials, safety requirements and related construction and maintenance costs and factors. Utilize Computer Aided Drafting (CAD) to design projects, Facility Asset Management System (FAMS) to maintain proper Facility Condition Index, manage routine and deferred maintenance (DM) projects, and utilize for planning and program development. Assists engineering staff with reviewing the designs of all construction and maintenance contracts involving buildings, recreational sites and transportation structures for the district and field office. Confers with the contractor to resolve differences of opinion regarding interpretations of contract documents. For the GS-11/12 Only: Provide expertise in the preparation/review of a variety of projects; buildings, bridges, utility and water systems, culverts and fish passage structures, pipelines, dams, recreation facilities and other resource projects. For the GS-11/12 Only: Serve as program lead for all district/field annual and deferred maintenance activities affecting administrative and recreational sites, dams, bridges/major culverts, roads and trails. For the GS-11/12 Only: Review/approve all structures and facilities plans including buildings and additions, water and sewage systems, fish enhancement facilities, retaining walls, roads, dams, trails, wells, major culverts and bridges and more. For the GS-11/12 Only: Performs difficult/unusual structural, hydraulic and soil engineering computations related to the design of new facilities, utility systems; water, sewer, wells, reservoirs, dams, pipelines and other development projects.

  • Those who does not possess and maintain a license as a Professional Engineer (PE) will be required to have passed or successfully pass the fundamentals of engineering (FE) exam within two years of accepting this position.
  • Those with an FE exam must obtain engineering experience under a licensed professional engineer (PE) prior to taking the professional engineering exam for full licensure by the state board of examination where the PE is administered.
  • Must possess and maintain Contracting Officer's Representative (FAC-COR) Level II certification, or be able to obtain this certification within 2 years of assuming this position.

Qualifications

Selective Placement Factor for the GS-12 Grade Level: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Must possess current registration as a Professional Engineer (PE) that is accepted and has reciprocity throughout the United States. Proof of such license must be submitted at the time of application. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. In addition to the basic entry requirement identified, applicants must also meet specialized experience requirements - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-07 grade level, In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience equivalent to at least the GS-05 level that is similar in difficulty and complexity as indicated by the following examples: and assisting with the review of engineering design plans and/or specifications for accuracy; learning to prepare design features for civil works projects, such as contract plans, specifications, and as-built drawings; and collaborating with personnel from various organizations to complete assigned projects. - OR - Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.- OR - Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. To qualify for the GS-09 grade level, In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience equivalent to at least the GS-07 level that is similar in difficulty and complexity as indicated by the following examples: Assisting in providing engineering, construction, and maintenance expertise for the layout, location, and design of roads, buildings, wells, pipelines, dams, and culverts; Assisting in preparation of cost and time estimates for civil construction and maintenance projects; Determining whether civil construction progress complies with contracts through inspection; Operating automated drafting, mapping, GPS, GIS, and other software to complete professional civil drawings. -OR- Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. -OR- A combination of specialized experience and/ or graduate education equaling 100% of the total specialized experience needed for this position. To qualify for the GS-11 grade level, In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience equivalent to at least the GS-09 level that is similar in difficulty and complexity as indicated by the following examples: Providing engineering, construction, and maintenance expertise for the layout, location, and design of roads, buildings, wells, pipelines, dams, and culverts; Preparing cost and time estimates for civil construction and maintenance projects; Determining whether civil construction progress complies with contracts through inspection; Operating automated drafting, mapping, global positioning system (GPS), geographic information system (GIS) and other software to complete professional civil drawings. -OR- Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree related to occupation. -OR- A combination of specialized experience and/ or graduate education equaling 100% of the total specialized experience needed for this position. To qualify for the GS-12 grade level, in addition to meeting the education requirement identified above, applicants must have one year of specialized experience equivalent to at least the GS-11 in the Federal Service. Examples of specialized experience may include: serving as a senior staff specialist performing engineering work in construction & maintenance programs for building, recreation, bridges, major structures, roads, etc.; designing & preparing project plans & specifications, establishing inspection requirements, developing hazard reduction program, providing engineering expertise & technical guidance on various topics. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work consists of both office and field related work. Field work will require lifting moderately heavy objects under 50 pounds; long periods of standing, walking, or driving over rough, rocky, uneven, and hazardous terrain; crouching or crawling in restricted areas such as confined spaces, culverts, mines, and tunnels; and climbing fences, walls, and ladders. Work Environment: The field work involves regular and recurring exposure to high risks, discomforts, and unpleasantness such as: high noise levels and hazardous materials; dust and auto exhaust; climbing through confined space areas; high winds and high or low temperatures; adverse weather conditions; flammable liquids; and heights over 100 feet above the ground. The employee must apply a wide range of safety precautions under uncontrolled conditions and must use protective clothing and gear as necessary. Temperatures can fall in extreme ranges. Rain and snow are common in the winter. On-site work includes various types of construction in remote areas.

Education

This position has a basic entry requirement which requires either:

A) Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

-OR-

B) Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1) Professional registration or licensure - by any state. Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or

2) Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or

3) Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or

4) Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
