Duties

Administers guidance and regulatory expertise for environmental policy direction, calculations, and input for air, soil and water projects and proposed actions. Provides expertise in the administration and coordination of the National Environmental Policy Act (NEPA) for air, soil and water projects and proposed actions. Assist field office staff in the preparation of Environmental Assessments, Environmental Impact Statements, Categorical Exclusions, and Findings of No Significant Impact (FONSI) documents. Supports solid and fluid mineral operations by providing technical assistance and NEPA input for permitting actions, such as applications for permit to drill or other projects that require environmental law compliance. Provide scientific advice, calculations and guidance to officials, managers, scientists, and resource specialists. Provide technical guidance on proposed actions. Coordinate, implement, and evaluate segments of information provided by applicants. Assemble essential information on topics of air, soil, and water and facilitate the training of various resource specialists.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-09 grade level, in addition to meeting the education requirement identified above, applicants must have one year of specialized experience equivalent to at least the GS-07 in the Federal Service. Examples of specialized experience include but not limited to; Assisting with environmental regulation concepts and principles; Gathering and analyzing information concerning environmental impacts; Analyzing environmental or scientific information; and preparing or reviewing reports. OR: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. OR: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education more than the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. To qualify for the GS-11 grade level, in addition to meeting the education requirement identified above, applicants must have one year of specialized experience equivalent to at least the GS-09 in the Federal Service. Examples of specialized experience include but not limited to; Researching environmental data and making recommendations for efficiencies; Performing projects using standard techniques and models related to environmental processes; Analyzing environmental or scientific information; and preparing or reviewing reports. OR: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education more than 36 semester hours (54 quarter hours), may be used to combine education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

This position has a positive education requirement which requires that you meet one of the below requirements:

A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
