This position is part of the NNSA - Chief and Associate Administrator for Defense Nuclear Security, Department of Energy. A successful candidate in this position will serve as Program Manager in Planning, Programming, Budgeting and Evaluation, ensuring the fiscal health of the enterprise-wide safeguards and security program to accomplish key National Nuclear Security Administration (NNSA) and Department of Energy (DOE) missions.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., EN/NN/NQ-03, or GS-13. Specialized experience for this position is defined as: Analyze a variety of complex program problems, questions, or conditions to assess, improve, or develop innovative approaches and/or programs, processes, procedures, or management tools; Apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Provide in-depth knowledge and recommendations to senior manager in all facets of program analysis and support for Safeguard and Security (S&S) systems of the future programs; Center for Security Technology, Analysis, Response and Testing (CSTART); S&S implementation plans, long range program planning, policy development, resource planning and support. Examples of Specialized Experience: 1. Perform a range of analytical and administrative tasks designed to provide advanced developmental experience in the broad field of security administration, or in a specialized security functional area. 2. Plan and carry out the full range of security administration assignments and handles deviations from established procedures. 3. Resolve problems that arise in accordance with agency or local standards, previous training and experience, established practices, or other security controls. 4. Develop innovative approaches to problems and/or programs, processes, procedures, or management tools related to planning and program management actions for procurement, installation, operations, and maintenance of a wide range of items within the NNSA. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.
