Duties

Typical work assignments include: Provides technical advice on financial management/accounting matters and directs, implements, coordinates, and oversees a variety of complex accounting policies and audit-related activities across Agency components. Conducts risk analyses over business operations and develops and executes tests of design and operating effectives of internal controls over financial reporting and operations on behalf of the Agency. Interprets accounting policies and assesses the implication on existing operations and corrective actions plans across the Agency. Provides technical, professional accounting advice by recommending solutions to address accounting and financial management problems across the Agency. Makes recommendations to financial policies, issuances, and directives as a result. Provides financial statement audit expertise by coordinating the annual financial statement audit between the program offices and the external auditors, interpreting audit requests, providing financial transaction (United States Standard General Ledger (USSGL) and debit/credit) expertise, and managing the timely and accurate submission of requests for the Agency.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying. Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below. BASIC REQUIREMENTS: A. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: You qualify for the GS-13 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties: Designing and performing internal control tests of design and operating effectiveness in line with internal control and IT standards; this includes documenting and assessing business processes and systems for internal control activities, risks, accuracy and completeness of data outputs, and general ledger impact. Developing, executing, and detail reviewing financial statement and internal control audit procedures in line with auditing standards. Assessing an organization's entity-level controls in line with technical guidance and informed by business process and IT assessment results. Developing and implementing comprehensive corrective action plans that include root cause analysis and detailed milestones that effectively remediate deficiencies identified during internal control testing or external financial audits. You qualify for the GS-14 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties: Leading and advising internal control tests of design and operating effectiveness over multi-organizational business processes and information technology systems in accordance with auditing, accounting, and IT standards. Leading the development and ongoing management of multiple, comprehensive corrective action plans across multiple functional areas and stakeholders with conflicting viewpoints that effectively remediate internal control and financial audit deficiencies. Analyzing risks of new regulatory requirements impacting key internal controls - such as entity level controls, IT controls, service provider monitoring, improper payments - and leading the development of an implementation strategy across multiple offices or organizations who have conflicting perspectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.

Education

Education must be from an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements. You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program.
