This position is assigned to the Non-Appropriated Fund (NAF) Sports and Fitness Division (N921); Morale, Welfare, and Recreation (MWR) Recreational Fleet and Family Readiness Support Services (N94); Commander, Navy Region Hawaii, at Joint Base Pearl Harbor Hickam (JBPHH), Honolulu, HI. The purpose of this position is to complete laborious tasks as assigned and perform a variety of duties in support of the MWR Golf program, at the Mamala Bay Golf Course.
Duties
Duties include, but are not limited to:
Loads and unloads heavy boxes, bulky supplies, and materials to and from trucks, dollies, etc.
Moves heavy boxes by hand, hand-truck, or dolly.
Opens crates and boxes using crowbars and cuts bands using shears.
Stacks boxes and cartons where directed.
Using a shovel, digs ditches where grading and sloping is not required.
Fills holes with dirt and levels bumps and low places using shovel, hand tamper, and rake.
Runs hand and powered (walking type) lawnmowers which do not require very heavy physical effort.
Clears small trees and bushes using hatchet, handsaw, or clipper.
Moves and arranges furniture as directed.
May shovel snow, sand, or dirt from sidewalks.
Collects and empties garbage and trash.
Washes and waxes cars and trucks by hand or using powered buffer.
Performance other related duties as required.
Requirements
- Must pass all applicable records and background check.

A qualified candidate must possess:
Knowledge Required by the Position
Knowledge and skill sufficient to run lawnmowers and use hand buffers, hatchets, saws, hand and other tools requiring the same level of knowledge and skill.
Knowledge and skill sufficient to read signs, follow simple oral and written instructions.
Ability to work safely while moving light to heavy weight objects.
Supervisory Controls
The supervisor of this position is the Mechanic or Grounds Maintenance Supervisor. The supervisor sets general overall program and management objectives, but the employee is expected to carry out assignments independently.
Works under general supervision, following established policies and procedures. Supervisor issues general instructions and explains how work is to be completed. Refers to supervisor or higher-grade leadership about problems and actions requiring deviation from established procedures. Supervisor spot checks work for adherence to established methods and procedures.
Guidelines
Guidelines for work performance include Department of Defense (DOD), Commander, Navy Installations Command (CNIC), Navy Region and Installation instructions, policies and SOP's, security regulations, safety procedures, and established practices. Both written and oral guidelines are specific, complete, and apply to work assignments.
Complexity
The varied nature of the Golf program offerings, facilities and customer interests requires a diverse collection of knowledge, skills and abilities. The incumbent will be trained in program standards and is expected to have knowledge of the Golf program. The incumbent will often be required to work directly with customers, supervisors and contacts from other departments to obtain answers to questions, or to handle situations.
Scope and Effect
The purpose of this position is to assist the Supervisor and staff in the cart barn or other areas of the golf course in an effective manner. The services provided by the Laborer in daily contact with customers and Command leadership provide a positive influence which is integral to the success of the Golf program execution. The overall scope of the position reaches all active duty personnel, families, retired and DOD personnel in the delivery of fitness information and services, which contribute to a positive quality of life.
Personal Contacts
Incumbent makes contacts and works closely with MWR/N9 staff, fire and safety personnel, command officials, vendors, golf course agencies, and customers in support of the program.
Purpose of Contacts
Contacts are for such purposes as providing and exchanging information, complying with policy and directives, insuring program meets the needs of the customers and assessing interests of patrons for MWR programs.
Physical Demands
Work may require moderately heavy physical exertion in doing such tasks as occasionally lifting and carrying heavy objects. Work may require sitting, walking, long periods of standing, bending and lifting of moderate heavy items up to 40 pounds, occasionally required to lift heavier items. Work may require lifting various supplies, frequently pushing heavy furniture, loaded cards, and equipment. Position may require irregular working hours.
Work Environment
Work performed indoors or outdoors, occasionally in bad weather, involving exposure to temperature extremes. Indoor working conditions may expose the worker to drafts, noise, dust and dirt, and require standing on concrete floors for long periods. The tools, equipment, and heavy objects involved occasionally present chances of serious injury.
