The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.

Duties

Mission Capabilities Directorate (MCD) brings together the enabling technology programs and initiatives for the NCSC. MCD addresses mission requirements, while improving flexibility, effectiveness, efficiency, and transparency. Its responsibilities span trusted workforce, operations collaboration, screening and vetting, and critical infrastructure protection. MCD is seeking outstanding leaders to join our team of Mission Program Analysts who identify and develop in-demand mission solutions on behalf of the Counterintelligence (CI) and Security community. MCD/PAs are leaders - they support the U.S. Government-wide CI and Security mission by delivering innovative systems and integrated capabilities that allow USG partners to more effectively their executive their duties. MCD PAs require familiarity with IT competencies, must have outstanding communication, briefing, and efficient management skills, and must be able to negotiate interagency agreements for data and information sharing. MCD PAs are responsible for the success of one or more IT projects - which may include one or more of the following systems: CITADEL-FAME, CITADEL-FITA, Supply Chain, Information Sharing, FOGLIFT, and Cross Domain. The MCD PA for CITADEL-FAME responsibilities include: Provide leadership, guidance, and oversight of the CITADEL - Foreign Access Management Environment (FAME) project which provides automated screening of foreign nationals seeking access to accessing USG facilities, systems, and personnel by connecting USG CI and security components to FBI screening services. Lead project implementation and quality assurance by effectively evaluating and monitoring cost, schedule, and performance, assessing variances from the plan, and overseeing the execution of necessary corrective actions; lead project performance reviews and control gates, gather important information, and make authoritative decisions about required next steps; oversee the development and maintenance of appropriate project documentation. Lead, plan, and author IC resource strategies, analytical issue papers, strategic evaluations, background papers, talking points, resource issue papers, and/or other analytic products applying extensive subject matter knowledge to support the IC senior leadership in making informed programmatic decisions. Provide independent analyses of IC capabilities and programs, presenting the DNI with alternative courses of action, identifying cost and mission impacts and clarifying the advantages and disadvantages of each alternative. Manage the expectations of senior-level customers and ensure the delivery of quality products and services; lead the examination of project successes and failures and develop solutions to improve products and services. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.

Qualifications

Mandatory Requirements: Expert experience in providing leadership, oversight, and guidance to the effective management of complex projects; in managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources using quantitative analysis to project requirements. Superior program management, analytic, and critical thinking skills, including superior ability to conduct program and management assessments, to identify needs and requirements, and to develop non-linear process improvement recommendations for implementation across the IC. Expert knowledge of and experience with the IC analytic organizations' structures, missions, priorities, and resources. Expert knowledge of the rules of governance and project lifecycle methodologies; expert knowledge of Project Management concepts and principles; and successful completion of appropriate project management courses and/or certificate programs. Ability to quickly apply new technologies, methodologies, and technical languages. Superior ability to communicate, both oral and in written, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Superior interpersonal, organizational, and problem-solving skills, including superior ability to work effectively both independently and in a team or collaborative environment; and to lead and mentor junior colleagues. Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. COTR certification or willingness to become COTR certified within 90 days. Superior ability to plan, execute and report on all aspects of complex, multi-million dollar budgets. Desired Requirements: Superior knowledge or experience working with or for the FBI. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Superior knowledge of one or more computer disciplines/specialties (hardware, software, networks); broad knowledge of other related disciplines.
