This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities to recruit and appoint qualified candidates to positions in the competitive service.
This position may be hired at any level (WG-5, WG-8, WG-10) of the position.
Duties
Diagnose commonly encountered problems such as locating defective switches or blown fuses.
Installs underground cable and conduit, and runs overhead wire and conduit.
Runs load tests on transformers, checks and corrects circuit malfunctions.

Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is designated as Drug Testing Required. Incumbent is subject to random urinalysis testing in accordance with DA guidelines.
- Must possess a Type A Commercial Driver's License.
- Must obtain and maintain a forklift license within 180 days of being hired.
- Protective devices such as, but not limited to, ear plugs, safety glasses, respirators, gloves, hard hat and safety shoes are required.
- This position requires an annual physical.

Minimum Qualifications for Grade 5 (Screen Out Element): Ability to do the work of a(n) Electrician (HV/MVO) ~ without more than normal supervision. I have the ability to perform some tasks including maintenance, installation and repair to electrical systems. I can pull in cable using beckets, messengers, and fair leads; splicing cable using splicing sleeves, insulating tape and other resin sealing compound. - Failure to meet this Screen out Element will result in an ineligible rating.
Minimum Qualifications for Grade 8 (Screen Out Element): Ability to do the work of a(n) Electrician (HV/MVO) ~ without more than normal supervision. I have the ability to perform some tasks such as maintenance, installation and repair to electrical systems. I am skilled in maintenance, installation, and repair to high voltage overhead and underground electrical distribution systems up to 12,470 volts. - Failure to meet this Screen out Element will result in an ineligible rating.
Minimum Qualifications for Grade 10 (Screen Out Element): Ability to do the work of a(n) Electrician (HV/MVO) ~ without more than normal supervision. I have the ability to perform common maintenance, installation and repair to electrical systems. I can run load tests on transformers, checks and corrects circuit malfunctions using a variety of test instruments, operates standby generator equipment and truck with winch. - Failure to meet this Screen out Element will result in an ineligible rating.
You will be evaluated on the basis of your level of competency in the following areas:
Ability To Do The Work Of The Position Without More Than Normal Supervision
Physical Effort: Moderately heavy physical effort is exerted as employee works aloft on poles, ground level, and in ground trenches or manholes. Work requires bending, stooping, climbing, and standing for long periods. Coordination of eyes, hands, legs, and body is needed in installing, repairing, and testing electrical equipment in confined spaces such as manholes and overhead structures.
Working Conditions: Works outside most of the time, subject to extremes of weather conditions, which could result in mandatory 24 hour emergency call, and in close proximity to high voltage lines and equipment. Work requires extensive pole climbing with some work in underground facilities. Subject to death or serious injury by contact with high voltage lines, broken bones in falls from poles, strains from awkward positions, and less serious cuts and bruises when handling tools and materials. May be required to work in contaminated areas, exposed to hazardous chemicals and toxic fumes requiring the wearing of uncomfortable protective devices including respirators and impermeable rubber suits.
