About the Position: Shaw Air Force Base is one of the largest military bases operated by the United States and is located approximately 8.4 miles west-northwest of downtown Sumter, SC.
Duties
Serve as an Acquisition Support Analyst with the Operational Contracting Support (OCS) Division, G4, United States Army Central
(USARCENT).
Provide USARCENT directorates and mission partners with objectively based information for making decisions on the management, administration, and oversight for command requirements and procurement management.
Provide assistance to mission partners with contract support integration, contract support, and contract management responsibilities.
Provide guidance and advice to activities, staff, and leadership on the development of acquisition plans, program goal formation, and long-range strategy for the command that require a contract solution.
Integrate logistical systems and business applications to meet sustainment requirements in support of operational plans.
Participate in the administration and tracking of contracts.
Analyze contractor performance and makes recommendations for revisions as contracts proceed through the acquisition lifecycle.
Apply knowledge of the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, Army Federal Acquisition Supplement and other acquisition statutes, regulations, and procedures.
Recommend solutions for post-award modifications/changes, settlement of claims and disputes, and terminations for convenience.
Provide training and guidance to requiring activities, USARCENT staff and leadership on requirements development, requirement synchronization, and the requirement review and validation process.
Serve as a Trusted Agent Security Manager (TASM).
Provide technical advice and assistance to customers during pre-procurement planning and post-award to insure compliance with procurement policies and regulations and conformance with industry practice.
Convey contract policy guidance and advice both orally and in writing through written reports, interpretation of policy guidance, and briefings.
Serve on process action teams used to conduct staff or command-wide contracting studies and special projects.
Requirements
- Must be able to obtain and maintain a Secret security clearance.
- This is a Defense Acquisition Workforce position. Selectee must meet position requirements for certification at Level II in the Acquisition Career Field Purchasing within 60 months of entrance on duty.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Incumbent is required to pass medical screening for TDY travel within USCENTCOM Area of Responsibility and must adhere to DoD requirements for required immunizations and medications specific to countries visited.
- During TDY assignments incumbent is required to work extended daily workhours and a 7-day workweek as well as live under austere field conditions.

Specialized experience at the GS-09: One year of specialized experience which includes: (1) Providing advice and guidance on contract acquisition policies and procedures; (2) Preparing and reviewing acquisition reports, correspondence, documents; (3) Tracking and monitoring contracts; and (4) Analyzing contractor performance.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as contracting, acquisition, business, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
