THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a AIR TRAFFIC CONTROL SPECIALIST (TERMINAL), Position Description Number T5825700 and is part of the WY 243rd Air Traffic Control Squadron, Wyoming Air National Guard.
National Guard military affiliation is not required.
Duties
This position is located in the Wyoming Air National Guard (ANG), 153d Airlift Wing, 153d Operations Group, 243d Air Traffic Control (ATC) Squadron. The primary purpose of this position is: to provide tower, radar, and non-radar air traffic control (ATC) services to military and civilian aircraft operating under Instrument Flight Rules (IFR), Special Visual Flight Rules (SVFR), or Visual Flight Rules (VFR). Provides terminal ATC services to aircraft operating from primary and/or secondary airports within delegated airspace. Manages and directs controller actions and functions in Tower and Radar facilities as the primary watch supervisor and/or senior controller.
Qualifications
AREAS OF CONSIDERATION:
Primary consideration will be made from Areas 1, 2, 3, and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 7 (if eligible).
Area 1: All permanent and indefinite Wyoming Air/Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within 243 ATCS.
Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard.
Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent).
Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions.

Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. In order to qualify, you must meet the experience and/or education requirements described below.
SPECIALIZED EXPERIENCE: Must possess experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.
Issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement.
OTHER EXPERIENCE REQUIREMENTS:
Must become Watch Supervisor/Senior Controller certified within 12 months of official start date.
Applicants with current or prior United States Air Force Air Traffic Control experience will receive preferential consideration over all other applicants.
MAXIMUM ENTRY AGE:
Under the provisions of 5 U.S.C. 3307, a maximum entry age for original entry into an identified ATC position is 36. An individual not appointed by the last day of the month in which the individual becomes age 36 will not be appointed or assigned to an ATC position.

CERTIFICATE AND RATING REQUIREMENTS:
Air traffic control specialists in all specializations must possess or obtain, within uniformly applicable time limits, the facility ratings required for full performance at the facility where the position is located.
Must possess a valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate. These certificates require demonstrating knowledge of basic meteorology, basic air navigation, standard air traffic control and communications procedures, the types and uses of air navigation aids, and regulations governing air traffic.
Radar/Tower certifications must appear on ATC/CTO credentials to be eligible.
Facility ratings require demonstration of a knowledge of the kind and location of radio aids to air navigation, the terrain, the landmarks, the communications systems and circuits, and the procedures peculiar to the area covered by the facility.
MEDICAL REQUIREMENTS:
Air traffic control specialist applicants and employees must have the capacity to perform the essential functions of these positions without risk to themselves or others. The provision of sufficient information about physical capacity for employment requires that before appointment applicants undergo appropriate pre-employment physical/medical evaluations.
A history, review of all available records, and clinical and laboratory examination will be utilized to determine the presence or absence of substance dependency, including alcohol, narcotic, and non-narcotic drugs. Wherever clinically indicated, the applicant must demonstrate an absence of these on any clinical or psychological tests required as part of the medical evaluation.

TIME-IN-GRADE: Applicants who are current non-temporary Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served at least 52 weeks at the GS-09 level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: Time-In-Grade requirements also apply to former Federal Competitive Service employees applying for reinstatement.
If you are a current GS employee applying for a higher grade than the grade you currently hold provide an SF-50 showing the next lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the next lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year).
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
Functioning as a primary watch supervisor/ senior controller/& controller independently performing tower, radar, and non-radar air traffic control duties under general supervision.
Issuing control instructions to aircraft operating under visual or instrument flight rules or combinations of both.
Issuing instructions to aircraft operating under visual flight rules (VFR), the controller considers such factors as position, speed, and direction of aircraft movement; and performance characteristics of the aircraft being controlled.
Combining information from the pilots and other air traffic facilities and determining the time and sequence of aircraft movement to maintain separation between arriving and departing aircraft and issuing instructions to pilots to change altitude or course, to proceed from one radio fix to another or to land.
Knowledge of the functions and interference characteristics of radar systems and knowledge of and ability to apply reduced aircraft separation standards.
Detailed knowledge of the functions and routines necessary to input or obtain control information, adjust and detect malfunctions and perform preventive maintenance and updating of various computerized systems is required.
Education
High school or general equivalent degree is mandatory. An undergraduate academic specialization in a technical discipline with courses in administration and management is desirable. Must be a graduate of a formal DoD/Department of Transportation (DOT) Basic Air Traffic Control course.
A GS-11 and higher Air Traffic Control Specialist is a graduate of a formal DoD/DOT basic air traffic control course and will obtain and maintain facility-ratings in dual ATC facilities (Radar Approach Control (RAPCON) and Control Tower). This level includes a variety of assignments and work situations in the terminals. A GS-11 is typically the first full performance level of control work in radar approach control terminals.
