Duties
Provides technical wireless communications and data equipment support to the statewide Wireless Communications program.
Install, maintain and repair Electronic and Telecommunication Equipment and associated peripherals.
Coordinates major wiring and equipment moves and additions with vendors.
Prepares a variety of required telecommunications reports for submission to Bureau Headquarters.
Requirements

- Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.

- An Individual Development Plan (IDP) will be completed within 45 days of appointment to track the Recent Graduates' career planning, professional development, and training activities.
- Selectee will be required to sign Recent Graduates Participant Agreement.
- Within the first year of employment, the incumbent will be provided a minimum of 40 formal hours of training.
- The incumbent will be assigned a mentor within 90 days of appointment.
- The duration of a Pathways appointment under Sch D is a trial period.
- Applicants appointed to this position must POSSESS and maintain a valid state driver's license.
- If position climbs towers, incumbent must be able to obtain certification to climb towers as outlined in BLM Manual 1292 and BLM
Handbook 1291-1.
Qualifications
Recent Graduates Eligibility
Recent Graduates:
A Recent Graduate who has obtained a qualifying associate, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period. Transcripts will be used to verify date of degree completion.
Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010, will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012.
This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment.
The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM's 1-year developmental program and meets the OPM Qualification Standards for the targeted occupational series. The full performance level of this position is to the GS-11 grade.
Specialized Experience Requirements:
In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume. To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade (GS-05) of the position to be filled.
To qualify for the GS-09 grade level: One (1) year of specialized experience equivalent to GS-07 is required. Examples of work experience include, but are not limited to: Experience in programming, repairing and installing Digital handheld radios, mobile radios, VHF repeaters and/or dispatch consoles; experience in grounding telecommunications systems; experience with repairing, installing, and testing network; and experience with standardized equipment, services, and processes that will be used to obtain services from contractors.
Substitution of Education for Experience:
At the GS-09 grade level: Must have a Master`s or equivalent graduate degree or two years of graduate education leading to such a degree with a major field of study in the following -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications, management, information systems management, business administration, industrial management or other fields related to this position - OR - an equivalent combination of specialized experience and education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands:
The work is mostly sedentary, although there is a continuing requirement for field work for the maintenance and/or installation of communications equipment.
Work Environment:
The work is performed throughout the state, sometimes in inclement weather and at high altitudes. Includes working in voice and data equipment rooms, computer rooms, and at field/remote communications sites. The incumbent will comply in utilizing all appropriate safety equipment, policies, and procedures.
