THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a COMPOSITE FABRICATOR HELPER (F-22), Position Description Number D2501000 and is part of the HI 154 MXS, National Guard.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

GENERAL Experience: Must have a validated understanding of the basic principles and concepts of the occupational series and grade. The following seven basic qualification factors are applicable to the FWS 4352 Dual Status Technician (DST) positions:
Skilled in collecting and analyzing data effectively, efficiently, and accurately
Skilled in diagnosing and repairing mechanical concerns
Ability to format and write English in reports and presentation formats
Skilled in presenting formal training presentations and briefings
Skilled in applying procedures and directives by reading and interpreting material
Ability to communicate clearly and effectively
Skilled in training, mentoring, leading, and problem solving
SPECIALIZED Experience: Must have at least 3 months of specialized experience in the assistance of inspection, repair, modification, removal, installation, troubleshooting, and data documentation of
F-22 aircraft Low Observable (LO) signature systems and structures. Must have the competencies to work LO aircraft designs and structures. Must have the working knowledge of metal strength characteristics (annealing, tempering, and normalizing); along with composite and LO material characteristics, and experienced in selecting proper materials for repair actions. Must have a working knowledge of health hazards associated with maintenance and proper mitigation procedures, such as decontamination and housekeeping. Skilled in assembling and repairing aircraft parts and components using specialized fasteners, classified adhesives and composites. Must have the working knowledge of assigned computer systems such as, IMIS, IMS, ALIS, SAS, and/or LOHAS used for maintenance planning, technical instruction, and maintenance documentation. Competent in identifying proper repair materials using engineering drawings to ensure correct radar band frequency is being mitigated. Skilled in verifying materials that match engineering drawings using reflectometer probes. Experienced and skilled in fabricating repair parts from RAM, cutting tools, and adhering these parts to aircraft surfaces and fasteners using vacuum bags, fixtures, and other pressure inducing processes. Experiences included installing RAM cover strips to panel and skin gaps; applying RAM pastes to aircraft surface gaps, voids, and gouges; sanding and skiving RAM and RAM pastes to required aircraft contours; and, repairing LO treatments on polycarbonate transparencies using edge sealing compounds, adhesives, primers, and conductive films.
MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.
CONDITIONS OF EMPLOYMENT:

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.
b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

k. This temporary limited appointment may be converted to a non-temporary appointment without further competition.

m. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected.
n. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures.
o. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval.
p. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.

Education
EDUCATION REQUIREMENTS: For hire into a FWS 4352 DST position, award of the compatible Air Force Specialty Code (AFSC), and unit position assignment, a high school diploma is mandatory. Completion of high school courses in mathematics, algebra, chemistry, physics, mechanical drawing,
and metal working is desirable. Higher academic college degree is desirable.

PHYSICAL EFFORT: Works long periods of time exerting self when bending, shaping, or constructing complex items. Duties regularly require extended periods of walking, climbing, standing, or bending while performing inspections or tedious repetitive maintenance tasks. Work may require prolonged tiring and uncomfortable positions. The worker may be required to lift heavy equipment and components weighing up to 50 pounds and with assistance up to 100 pounds.
WORKING CONDITIONS: Majority of work performed is conducted in a typical aircraft maintenance facility. Periodic outside work is required to be performed on an active aircraft flight line without fall protection, subject to exposure to elements of weather. The individual is frequently exposed to potentially dangerous environments to include operating engines, hazardous noise, stored energy, RF radiation, and hazardous chemicals. The use of appropriate clothing or personal protective equipment and strict adherence to work procedures is required to safely perform maintenance duties. Wear of full-face respirators, protective suits, rubber gloves, hearing protection, and other PPE is required. Wear of steel-toed boots is mandatory. Incumbent works with hazardous/toxic chemical products such as paints, solvents, strippers, and adhesives, creating hazardous/flammable wastes and dust. Maintains compliance with established performance and safety standards and recommends work stoppage when hazards exceed the typical work environment. The worker is subject to any shift and irregular tours of duty.
