This position is located in the Office of Policy & Oversight (OPO). OPO administers the programs and activities for ten business lines/program offices within the Department of Veterans Affairs, Veterans Benefits Administration. OPO is responsible for the development of policy, procedures, training, systems requirements, innovation, and oversight of multiple business lines/program offices.
Duties
Specific duties include:
Operates as an expert in planning, formulating recommendations and developing strategies for the office under the jurisdiction of the ADUS.
Maintains a comprehensive knowledge of a wide range of administrative laws, Executive Orders, policies and precedents applicable to the workings of the office.
Maintains knowledge of all office goals and objectives incorporates these values in planning, recommendations, and service career development activities. Develops and uses innovative techniques to administer a complex administrative management process
Mastery of short- and long-range planning, recommends and participates in developing strategies for implementing planning for the office.
Able to reviews operating plans, resource projections, priorities, and justifications. Makes recommendations on planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional resources.
Able to prepare and contribute to reports and other presentations on program planning and evaluation. Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to short and long-range planning.
Identifies and proposes solutions to management problems which are of major importance to planning program direction.
Prepares recommendations, which impact the way in which planning is performed. Develops and conducts training for new office employees and acts as the primary liaison on relocation matters.
Ability to ensure employee compliance with mandatory training requirements, including areas such as Information Security, Privacy, Cyber Security, Sexual Harassment, and others identified by VA, VBA, and senior management.
Ability to manage internal career development program for employees, including formulation of individual development plans (IDPs) and coordination of an employee mentoring program which pairs less-experienced employees with more senior employees for job and career counseling.
Ability to actively solicit and organize opportunities for employees to attend training programs and to engage in shadowing exercises and assignment details in other offices or field stations. Acts as organizational liaison to VBA's employee development and training staff

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-14 position you must have served 52 weeks at the GS-13 level.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work involved is administrative and primarily sedentary; some slight physical effort may be required.
