Duties
As a Budget Analyst you will be working in Kenai Fjords National Park, located in Seward, AK, which is 130 road miles south of Anchorage. The community of approximately 3,000 residents is reached via the Seward Highway. A full range of services are available including grocery stores, medical and dental facilities, churches, a theater, gas stations, etc. Elementary through high school and a vocational school are available in Seward. Universities and all other services are located in Anchorage. Seward is located in a maritime climate on the Gulf of Alaska and receives abundant precipitation. Summertime temperatures range in the 40s to 70s and wintertime temperatures typically range from the mid-30s to zero degrees. The GS-07/09 Budget Analyst in Kenai Fjords National Park performs routine budget analyst duties. Through training and increasing responsibility and complexity, specific duties include:
Assists with the development, preparation, and revision of the unit budget.
Prepares instructions to managers regarding funding estimates and budget planning for the coming fiscal year.
Uses a variety of office automation software that supports business management processes such as Financial and Business Management System (FBMS); Administrative Financial System (AFS4); CONCUR (federal travel system) and Quicktime (time and attendance system).
Ensures reported information is adequate, reliable, verifiable, and useful.
Executes the current year budget for the unit, including analysis of needs, recommendation for modifications, and making allotments.
Prepares data summaries for inclusion in routine and special reports on budget execution.
Tabulates cost data on individual projects (e.g., construction, research, or maintenance) and applies basic budget analysis to budgetary data to illustrate the effects of changes in levels of funding for current projects.
Duties will be developmental in nature when filled below the full performance level.

Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include, but are not limited to the following: reviewing documents such as vouchers, purchase requests, work orders, and contract invoices to verify budgetary account codes and dollar amounts; comparing job orders, work orders, and requests for funds with account balances to assure that funds are available; adjusting account balances to reflect the effect of allotments, transfers, obligations, expenditures, and other actions which change the amount of funds available in accounts. EDUCATION: Successful completion of at least 1 full year of graduate level education. The degree should be in a directly related field such as public administration, business administration, finance, accounting, personnel law, industrial management, quantitative methods, organization management, or other related course work. Combination of education and experience: Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree and divide by 18 semester hours or equivalent. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100% to qualify. You must include a copy of your transcripts and hours worked per week.

Superior Academic Achievement (SAA) by Successful completion a Bachelor's degree from an accredited college or university with major study in a curriculum that is qualifying for the position to be filled and which provided me with the knowledge and skills necessary for successful job performance to do the work of this position, and meet one of the following requirements for Superior Academic Achievement at the undergraduate level: 1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.P.A.) 3.0 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. EXPERIENCE: At least one year of specialized experience equivalent to the GS-07 level in the federal service (obtained in either the public or private sectors) that directly relates to the position to be filled. Examples of specialized experience include activities such as: develops, plans, prepares, estimates, and revise annual and long-term budgets; monitoring status of funds of financial transactions for an organization; analyzing and reconciling budget and fiscal documents; assisting with developing budget submissions; generates a variety of written documents, and reports to communicate detailed financial information; explaining, recommending, and providing guidance on financial or budget regulatory or statutory requirements, policies, and procedures..
