The incumbent serves as the Health System Specialist to the Associate Director Patient & Nursing Services utilizing knowledge of the Medical Center, administrative practices both current and historical to assist the Associate Director Patient & Nursing Services and is a member of the VAMC integrated healthcare delivery system; responsible for a broad range of activities related to the Medical Center's mission to provide quality patient care.
Duties
The incumbent serves as the Health System Specialist to the Associate Director Patient & Nursing Services utilizing knowledge of the Medical Center, administrative practices both current and historical to assist the Associate Director Patient & Nursing Services and is a member of the VAMC integrated healthcare delivery system; responsible for a broad range of activities related to the Medical Center's mission to provide quality patient care.
Major duties include but are not limited to:
Assesses issues that affect multiple organizational units in both administrative and clinical areas and develops recommendation to address problems.
Provides administrative support, technical assistance, special project coordination and completes assignments for the Associate Director Patient & Nursing Services, Associate Director and Medical Center Director.
Assesses current operations and participates in the development of new program and policies.
Provides administrative management and oversight of all Nursing Service operations including but not limited to: position management, funds control, cost accounting, space allocation, system development, equipment procurement, and performance evaluations.
Initiates the formulation of policies in the various nursing programs, prepares other required reports, develop goals and coordinates activities with other service chiefs when crossing organizational lines and/or require new hospital policies or changes in existing policies.
Manages data collection activities, making changes as necessary.
Serves as Information Technology Liaison (ITL) and represents Nursing Services in its IT needs, serves as the first point of contact for the service's computer users.
Oversees fiscal activities of Nursing Service. Establish and maintains effective control to ensure the appropriate use of government funds. Prepares budget proposals for management, based on operational needs of various programs, historical data, and changes in hospital programs.
Represents Nursing on various committees, task forces and other working groups.
Provides advice and guidance in a wide range of administrative areas including:
Human Resources: Assist in the development of resources management requests, position description, functional statements, performance standards, and training requirements.
Fiscal: Monitors, reviews, and checks request for allotment of funds from approved operation budgets. Reviews special initiatives to analyze the effect of cost changes such as personnel salaries, related expenses including equipment cost and supplies. Provide advice on status of funds.
Acquisition: Acts as liaison for Associate Director and Director to provide for acquisition of supplies, equipment, and services to support ongoing and new clinical initiatives.
Facilities Management: Acts as liaison for Associate Director and Director to provide new construction and infrastructure changes necessary to support ongoing and new clinical initiatives.
Extensive knowledge of the medical center organization, it's mission, goals, policies, procedures and organizational structure is required.
Must have knowledge of the Joint Commission standards as they apply to Medical Staff, Leadership and Patient Safety to develop program and policies to meet requirement for accreditation.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/08/2024.
GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience includes:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Missions, organizations, programs, and requirements of health care delivery systems.
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
There is no educational substitution for the GS-12 level.

Physical Requirements: The work is primarily sedentary, with some walking, standing, carrying, etc.
