The primary purpose of this position is to perform a variety of duties in the General Engineering field and to complete developmental assignments and training outlined in the formal training and developmental plan.

Duties

DUTY 1: Performs professional engineering work involving the application of industrial engineering disciplines to determine the business and technical needs of customers in the acquisition, development, or sustainment of weapon systems, sub-systems, support systems, equipment items, or an equivalent product. Applies expert knowledge and mastery of advanced engineering theories, principles, concepts, standards, and methods to ensure assigned projects remain consistent with program objectives, costs, schedules, performance criteria, and existing policies. Plans, organizes, directs, and coordinates significant and complex projects which represent critical segments of major operating programs and which entail a variety of complicating factors, interaction with other engineering specializations, and consideration of the life-cycle of items/systems. Applies a number of diverse engineering practices, techniques, and processes to identify and resolve difficult issues, as well as ensure resolutions are consistent with program objectives, existing policies, and procedures. Coordinates the various phases of work with other functional disciplines and interprets/translates engineering requirements into design characteristics and criteria. DUTY 2: Functions as the organization's technical specialist in developing system performance requirements, objectives and integration, and the estimation of time and resources for system design, development, and support. Applies expertise in the field of engineering and extensive knowledge of the assigned functional area to resolve unique or novel problems related to design and development engineering. Plans, analyzes, and evaluates engineering and technical efforts used to define total weapons system/subsystem requirements, translate requirements into design criteria, evaluate alternative design approaches, and develop the system specifications. Performs analysis and integrates technical requirements, directives, and program plans in support of assigned projects/programs in systems engineering. Prepares and reviews detailed specifications, drawings, and supporting documents, evaluates proposals, and presents conclusions and recommendations. Evaluates performance with respect to program requirements, evaluates design changes to assess effects on performance, and recommends changes to reduce system cost. Coordinates special studies on design changes, recommends solutions to technical problems, and recommends different engineering approaches through the development phase and into production. Analyzes systems/equipment to ensure functional and operational integrity, reliability, and manage performance/cost relationships. Duty 3- Performs complex and comprehensive analyses and uses systematic, disciplined, quantifiable approaches to determine performance objectives and integration issues. Implements, develops, and documents projects; ascertains needed changes or modifications to production methods, procedures, and/or approaches; and documents systems requirements. Evaluates procedures and employs innovative techniques and methods to achieve goals. In support of engineering reviews and/or panels, develops evaluations and technical justifications of feasibility, practicability, and technical soundness, recognizing priorities as well as the urgency of the situation. Work may include use or development of computer aided engineering and analysis tools. Develops, executes, and reviews policies, processes, and procedures of a special or miscellaneous character that may span multiple engineering disciplines and requires application of knowledge of such fundamentals. Duty 4- Serves as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations. Initiates and provides expert technical direction, management, and administration for assigned engineering programs and projects. Serves as the technical expert for the organization and provides status and advisory services to superiors on problems, issues, and projects in assigned program areas. Resolves functional area problems related to assigned programs and projects. Attends meetings, conferences, briefings, and seminars related to project or program support. Conclusions and recommendations have a direct impact on management plans and decisions regarding policies and procedures. Remains mindful of new technology and revolutionary changes in research and development to ensure proper emphasis during the phases of life-cycle support. Conducts analysis of various systems, relationships, and models; i.e., evaluating and/or redefining the impact of new capabilities on current systems and policies. As a recognized expert, the employee has significant responsibility for defining major/critical problems and for advising management officials of advantages or disadvantages of various alternatives.

Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of industrial engineering policies, theories, principles and concepts, and familiarity with other engineering disciplines to carry out conventional engineering assignments. 2. Ability to analyze, interpret and apply industrial engineering rules and procedures in a variety of situations and recommend effective solutions to senior engineers. 3. Ability to communicate effectively both orally and in writing. 4. Knowledge of computer operations and standard software applications.
