This position is located in Region 6, on the Mt. Baker-Snoqualmie National Forest in Everett, Washington. The incumbent serves as a Logistic Dispatcher intended for use in the USDA Forest Service (FS) dispatch center. This may be a single agency dispatch office or interagency dispatch center. Duties

Duties listed at full performance level of the position. Performs and directs others in completing and processing resource order requests for personnel, equipment, supplies, and/or aircraft for all types of incidents. Provides assistance on problems encountered by lower level dispatch personnel. Coordinates with other dispatch organizations on mobilization, reassignment, and demobilization of resources. Confirms that daily weather observations are being collected by the weather application system and reviews for completeness. Troubleshoots common weather-related data errors and notifies weather station managers and/or fire program managers/planners of complex issues. Inputs data into dispatch computer applications (e.g., incident qualification records, fire reporting systems, and automated dispatch systems) and reviews and updates for completeness. Performs and directs others in completing daily check-in/check-out tracking of resources including non-fire personnel as needed to ensure that resource safety is provide for and that personnel return to their duty station at the end of a work shift.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS04: You must have one(1) year of general experience. General experience is experience that equipped the applicant with the abilities to successfully perform the duties of this position. Examples of general work experience could include: Performed office work such as answering telephone calls, filing, typing, checking e-mails, opening mail, routing mail, making copies and scheduling meetings; used common office machines or equipment such as personal computers, copying machines, and fax machines. OR You must have an associate's degree or two years of successfully completed education above high school. OR You must have a combination of successfully completed post-high school education and experience. The education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. For the GS05: You must have at least one(1) year of specialized experience equivalent to the GS-04 grade level. Qualifying specialized experience is defined as meeting one or more of the following: Filed and retrieved documents in a dispatching office; assisted in preparing various plans, guides, and special reports for dispatch use; received and processed requests for equipment, personnel, and supplies in conjunction with fire and emergency incidents; followed detailed procedures for processing weather management information. OR You must have a Bachelor's degree or 4 years of successfully completed education above high school. OR You must have a combination of successfully completed post-high school education (in excess of the first 60 semester hours) and specialized experience. The education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. For the GS06: You must have at least one(1) year of specialized experience equivalent to the GS-05 grade level. Qualifying specialized experience is defined as meeting one or more of the following: Observed field work projects; assisted in the central dispatch of personnel, equipment, aircraft, and supplies for fire, and other normal administrative traffic; collected, processed and disseminated weather information into computer programs or databases; arranged for ground and air transportation of personnel, supplies, and equipment in support of emergency and project activities. For the GS07: You must have at least one(1) year of specialized experience equivalent to the GS-06 grade level. Qualifying specialized experience is defined as meeting one or more of the following: Conducted inventories of personnel, equipment, aircraft, and supplies for fire, and other normal administrative traffic; determined the appropriate personnel and resource composition to respond to fires or emergencies, as the situation demands; reassigned resources to address changing needs, such as in cases of multiple or prescribed fires; coordinated aviation dispatch activities, such as, identifying aircraft needs based on capabilities and limitations, flight planning, flight following and airspace coordination. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary, or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. Incomplete, inaccurate, or conflicting work history may not be credited for qualifications purposes. This can result in an applicant not being considered for the position. TIME IN GRADE REQUIREMENT (GS 6/7 ONLY): If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
