This position is located in the Department of State (DOS), Bureau of Medical Services, Directorate for Mental Health Programs (MED/MH), Mental Health Clearances and Medical Evacuation Division (MED/MH/MCM).The Nurse Specialist plays a critical role in the Mental Health Clearance Program across the Bureau.

Duties

Provides case management direction and oversight to the nurse consultants in the Mental Health Clearances section. Reviews and analyzes medical information submitted by employees, bureaus, and/or medical providers within and/or outside DOS to determine further referral for evaluation. Administers a comprehensive mental health case management program involving developing a system to record and track mental health cases. Designs statistical reports to highlight trends and developments and to assess productivity, effectiveness and efficiency of the MHS program.

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants MUST meet the required basic entry qualification requirements described below: BASIC REQUIREMENTS: Education: A graduate or higher level degree, bachelor’s degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Note: All applicants WILL BE required to submit a copy of their final transcripts AND a copy of their license or registration as a professional nurse (as described above). If you fail to provide requested information or the information you submit is insufficient to verify your eligibility, you WILL lose consideration for this position. IN ADDITION to meeting the basic requirements above, you MUST have at least 1 or more full years of professional nursing experience that is equivalent to the GS-12 level in the Federal service that provided you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying equivalent experience include: Experience providing advice, consultation, and recommendations concerning mental health clearance, programs and patient care. Experience planning, designing and managing health programs and projects. Experience conducting mental health case management.
