About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will serve as Budget Analyst for an ASC, Army Field Support Brigade (AFSB), LRC.
You will analyze trends in fund utilization and prepares status reports depicting causes for major deviations from programmed targets.
You will analyze fund utilization of annual funding programs, quarterly allotments, reimbursable programs, and the status of stock fund sales and acquisition authority levels.
You will locate and analyze budget data utilizing various financial systems.
You will ensure appropriate financial management procedures are followed which provide for continual review and surveillance of fund distributions, floors, and limitations to minimize violations of the U.S. code.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires incumbent to obtain and maintain SECRET security clearance.
- Position requires temporary duty (TDY) business travel approximately 15% of the time.
- Financial Management Level 2 certified position designated as such in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F - Financial management, Section 1051, amending 10 United States Code, Section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes performing budget formulation and preparing detailed analysis and estimates of annual funding; monitoring budget allocation and execution to ensure that operating program objectives are met; utilizing the principles, practices, and methods of budget execution; advising staff members and management on budget execution, organizational structure programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Business Admin.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
