The IT Specialist (SYSANALYSIS) position is in the Technology and Integration Office (TIO) for the Department of Veterans Affairs' (VA) Office of Electronic Health Record Modernization (OEHRM), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as an IT Specialist (Systems Analysis).
Duties
Identify and prioritize critical business functions in collaboration with organizational stakeholders.
Provide input to the Risk Management Framework process activities and related documentation (e.g., system life-cycle support plans, concept of operations, operational procedures, and maintenance training materials).
Provide advice on project costs, design concepts, or design changes.
Translate proposed capabilities into technical requirements.
Write detailed functional specifications that document the architecture development process.
Ensure that acquired or developed system(s) and architecture(s) are consistent with organization's cybersecurity architecture guidelines.
Analyze user needs and requirements to plan architecture.
Develop enterprise architecture or system components required to meet user needs.
Telework/Virtual: This position may be filled at the facility where the position is located (VA Central Office, Washington, DC) or in person - telework authorized (i.e., the employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee) and is authorized for telework up to 50%. VA supports the use of telework and filling virtually to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Telework eligibility and potential duty location may be discussed during the interview process.
Work Schedule: Monday - Friday between 8am - 4:30pm

Physical Requirements: The work is sedentary, but may involve periods of walking, bending, stooping, lifting, carrying, moving (up to 50 pounds) components and supplies, reaching, pulling, and working at a keyboard and monitor. Subject to call back outside tour of duty.

The Selective Placement Factor for this position is: Experience in defining, planning, and developing policies for IT programs and projects to apply business process methods sufficient to implement information systems applications, manage multiple stakeholders, and ability to identify/resolve problems. Experience with integrated software testing associated with various Electronic Health Records (EHR) systems.
In addition to meeting the basic requirements and selective placement factors, candidates must also meet the grade level requirements as outlined below.
GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: experience implementing system and application design principles, architecture standards and product development disciplines; Expert knowledge of architecture and system engineering of integrating Commercial-Off-The-Shelf (COTS) systems with existing legacy systems; and communicating complex and critical IT issues and providing expert technical advice to diverse audiences.
There is no educational substitution for the GS-13 level.
