These positions are located in Pecos District Office, Carlsbad Field Office. This position is concurrently open to Merit Promotion eligibles under Announcement Number BLM-NM-24-12368203-MP-OPM. Salary Range: GS-05: $39,576 - $51,446 GS-06: $44.117 - $57,354 GS-07: $49,025 - $63,733

Duties

The incumbent administers, processes, and adjudicates oil and gas applications, and various other mineral related applications and issues, in accordance with Bureau of Land Management (BLM) policy, Federal and State oil and gas regulations (leasing and development and other mineral regulations, procedural and technical guidance). Analyze factual material utilizing existing laws, regulations, policy, manuals, and/or other decisions. Use various computer systems for data entry and monitoring case files. Notify claimants and/or applicants in writing of additional application requirements needed or legal conflicts. Determine adequacy of submissions to determine actions required for correcting defective filings.

  • You will be required to obtain and maintain a valid state driver's license.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience GS-05: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) assisting with administering, processing, and adjudicating legal applications and regulatory documentation; (2) conducting basic research to analyze factual material utilizing existing laws, regulations, policy, manuals, and/or other decisions; (3) utilizing automated equipment, data, systems, and applications to enter, update, and maintain data. OR, Education GS-05: Successfully completed a full four-year course of study above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. (One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.) (Note; You must submit your transcripts.) OR, Combination of Specialized Experience and Education GS-05: Successful completion of a combination of specialized experience and education as described above that, when combined, equals 100% of the total requirement. Only education in excess of the first 60 semester hours (i.e., beyond the second year) may be used in this calculation. (NOTE: You must provide a copy of your transcripts and your resume must clearly describe your relevant experience.) Specialized Experience GS-06: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) examining and processing mineral and/or oil and gas applications and related documents, and adjudication of other mineral applications (including mineral material sales and locatable minerals); (2) conducting research and analyses to evaluate factual material and issues presented, including statutes, regulations, judicial decisions, solicitor opinions and decisions; (3) composing correspondence for applicants with advice on procedures, decisions, and precedents; 4) utilizing automated equipment, data, systems, and applications to collect, enter, update, and maintain data. Specialized Experience GS-07: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) processing applications such as Notices of Staking (NOS), Applications for Permit to Drill (APD), Sundry Notices (SN), and/or Agreements for oil and gas operations; (2) conducting research and analyses to evaluate factual material and issues presented, including statutes, regulations, judicial decisions, solicitor opinions and decisions in accordance with appropriate laws and policies; (3) performing bonding and bond review for oil and gas operators; (4) utilizing computer programs to monitor cases to comply with sensitive time standards. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

There is no substitution of education for experience at the GS-06 and GS-07 grade levels of this announcement.
