The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Position Summary: The Executive Assistant primarily supports the Director of Cybersecurity Group (CSG) who is also dual-hatted as the Intelligence Community Chief Information Security Officer (IC CISO). The CSG is one of four Groups within the IC CIO and responsible for overseeing IC-wide efforts to safeguard the IC Information Environment (IE) in support of the DNI's Title 44 statutory responsibilities. The incumbent must be energetic, customer service and detail oriented, and exhibit excellent executive presence. This is a high-visibility position, having daily contact with senior officials as well as exposure to highly critical, sensitive, and confidential information. The incumbent will need to be fully knowledgeable of all appointments and meetings on the Director and Deputy Director's calendars and when necessary, will manage and coordinate all appointments and meetings on their calendars, and resolve conflicts on own initiative using knowledge of the principal's priorities, responsibilities, and preferences. The incumbent will need to demonstrate meticulous attention to detail in all duties. Serves as an Executive Assistant with overall responsibility for handling a wide range of administrative and executive support related tasks for the Director of CSG. As the Executive Assistant, the incumbent has the responsibility for correspondence control and management of administrative procedures. In addition to normal administrative functions, incumbent manages the executive's schedule and workload, prepares documents, presentations and talking points in advance, acts as gatekeeper, follows up on meetings, external contacts, stakeholders etc., and ensures a smooth facilitation and operations of the office. Major Duties and Responsibilities: Handling a wide range of administrative and executive support-related tasks for the Director of CSG. Placing and receiving phone calls from senior officials in the Agency as well as the Intelligence Community, USG officials, and private sector. Answering questions from senior officials and/or referring them to the appropriate office. Prioritizing telephone calls and contacts with external and internal visitors. Maintaining flexible filing and suspense systems to accommodate changing priorities. Preparing executive level memorandum and memos. Serving as referent on correspondence formatting, protocol and office procedures. Reviewing outgoing correspondence for completeness, format, grammar, punctuation and general accuracy. Coordinating travel and conferences, development of itineraries, preparation of meeting materials, and the coordination of read ahead materials. Arrange and schedule meetings and video teleconferences, monitor the executive's e-mail for incoming requests for information and/or comment. Compile and prioritize e-mails and alert the executive. Prepare for and coordinate senior-level visits and high-level meetings and events, ensuring arrangements for security clearances, VIP parking, and building accesses and researching and preparing background information on attendees and developing meeting agendas. Serve as primary liaison and facilitate effective communications between the designated senior executive and other senior executives, management, and staff, both internal and external to ODNI. Perform a comprehensive range of direct executive office support for a designated Office of the Director of National Intelligence senior executive staff member, assisting and relieving the manager by addressing a variety of complex office support functions. Execute and monitor internal and external taskings, ensure collaboration and coordination on responses, ensure quality and completeness of responses, prepare for meetings, briefings, and special events, schedule meetings, prepare read ahead materials, and maintain records of proceedings as required. Plan, anticipate, and research complex topics for the manager; plan and prepare detailed background materials, summarize complex and lengthy documents, and highlight key issues.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Extensive experience supporting senior level executive officer(s) with exposure to different offices/directorates in the Agency. Considerable knowledge of the Agency, the Intelligence Community, and other government agencies and their protocol, precedence, organizational rules, regulations, and policies. Excellent oral and written communication skills to compose and deliver responses to customers' routine to highly complex questions in a clear and concise manner. Excellent customer service and organizational skills demonstrated by anticipating and responding to the principal, key stakeholders, and customers. Extensive knowledge of correct English usage, spelling, punctuation, and proofreading skills. Extensive knowledge of filing and records management systems and practices. Knowledge of component operations sufficient to anticipate administrative support plans in coordination with component management and assigned executive suite. Demonstrated ability to be discreet and maintain confidentiality within the office. Demonstrated ability to work independently at a brisk pace, make urgent judgment decisions, and to take the correct action. Extensive ability to adapt to rapidly changing work requirements and priorities, maintaining flexibility and versatility. Demonstrated ability to represent the office to both internal and external customers. Demonstrated ability to work a flexible schedule that may require overtime or extended hours. Demonstrate the ability to serve as an example of positive interaction, multi-directorate collaboration, and customer-oriented can-do responses to all office staff, visitors, and colleagues across the Agency and IC. Extensive knowledge and skill in the application of office support computer applications for word processing, spreadsheets, presentations, administrative applications (travel/accounting/etc.), e-mail, calendars, and database storage/retrieval. Demonstrated interpersonal, organizational, and problem-solving skills, including the demonstrated ability to develop working relationships and networks with internal and external managers and staff. Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-13 grade level, which includes 1) Prepare correspondence, technical papers, spreadsheets, or briefing charts ensuring content is accurate and in the correct format; and 2) Advise management of new administrative policies that support the organizations mission; and 3) Analyze results of findings for administrative problems in order to provide recommendations.
