The Supervisory FCA Examiner is responsible for providing direction and oversight in examining one or more assigned FCS institutions including those that are large, complex, high risk, or high profile. Supervises assigned staff that may include commissioned and non-commissioned examiners, associate examiners, and interns. This position is located in the Office of Examination, Association Examination Division.
Duties
The Supervisory FCA examiner is responsible for providing direction and oversight in institution examinations, supervising, training and developing assigned staff, and contributing to projects by:
Providing direction and oversight for all facets of examination work for one or more institutions by serving as examiner-in-charge or reviewing official. This includes reviewing all aspects of examination work completed by staff, and coordinating with others such as the Division Director, Supervisory Portfolio Manager, quality assurance, enforcement examiners, and others to plan, conduct, and report on examination work.
Serving as supervisor and rating official for assigned staff that may include commissioned, non-commissioned, or associate examiners and summer interns. Responsibilities include supervising and training assigned staff to ensure adherence to Agency and OE objectives, policies, and procedures, and achieve OE examiner commissioning objectives.
Communicating and meeting regularly with OE and division management to discuss various aspects of the examination program, including planning, conducting, and reporting examinations. This includes scheduling and staffing assignments, staff training and development, special projects, and other areas as directed.
Serving as a leader or participant in special projects as assigned by OE management, including projects related to the development of examination guidance, and temporarily serving in an acting role when requested.
Requirements
- Must be a U.S. citizen.
- One year supervisory or managerial probationary period, unless previously served.
- Suitability for Federal employment, as determined by a background investigation.
- Submission of a financial disclosure report may be required.
- You must be a current FCA career or career conditional competitive service employee.
- Complete the initial online assessment and USAHire Assessment, if required.
Qualifications
You may qualify at the VH-40 (GS-14) band level if you have one year of specialized experience equivalent to the VH-39 (GS-13) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position which includes experience examining financial institutions for adherence to regulations and laws to exam and audit Farm Credit System (FCS) to advise on risk based examination-related activities
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.
Education
Education may not be used in lieu of experience to qualify at the VH-40.
