The Financial Analysts perform work in direct support of the VA Northern California Health Care System, Mare Island, under Fiscal Service, Payroll Section. The Incumbent serves as an Employee Compensation Analyst within the Employee Compensation Unit within the Finance Service Line of each Healthcare System. She/he promotes adherence to Employee Compensation-related Federal Laws and Regulations and established VA Financial Policies, Procedures and Best Practices,
Duties
Duties to include but limited to the following: Payroll Function Support:
Supports the Chief Financial Officer (CFO), Assistant Financial Officer (AFO) and the Employee Compensation Supervisor to provide accurate and timely compensation for all Healthcare System Employees.
Investigates Employee compensation-related errors and/or anomalies through analysis of VA Financial Management and Human Resources automated systems to correct issues identified through customer service requests or internal audit discovery.
Reviews and reconciles various types of Employee compensation and leave transactions involving General Schedule (GS), Wage Grade (WG), VM, VN, Title 5, Title 5 Hybrids, Title 38, Title 38 Hybrids, Senior Executive Service (SES), Veterans Canteen Service (VCS), and Fee Basis Providers.
Uses the following components of the VA financial management system: Defense Civilian Payroll System (DCPS) -The payroll processing system for all VA Northern California Health Care System employees, operated by the Defense Finance and Accounting Service (DFAS).
Uses DCPS as the payroll system of record to research all payroll related issues and cases.
Analysts use VATAS to research cases submitted by Healthcare System employees; and run reports to correct potential payroll problems prior to transmission of the timecard.
Reports and tracks escalation cases from start to finish.
Provides research suspense account for payroll related actions from DFAS collections and stations deposits.
Troubleshoots issues in critical or emergency situations, such as with the transmission of timesheet data to DFAS.
Consults with other Subject Matter Expert analysts whenever circumstances warrant.
Recommends and implements solutions or workarounds and documents all communicative efforts and resolutions in the incident record/service request.
Provides input and keeps informed of procedures and along with related updates and changes.
Research's, documents, and recommends innovations that would benefit VA financial/payroll operations.
Provides training for Healthcare System employees and customers that translates directly to paid employment.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS 07 position you must have served 52 weeks at the GS 05.
For a GS 09 position you must have served 52 weeks at the GS 07.
The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a wide variety of financial services, e.g., applications, procedures, hierarchy of support, network systems, communications, and equipment to provide advice and assistance to customers.
