The qualification requirements listed below must be met within 30 days of the closing date of the announcement. This position has an Individual Occupational Requirement. Basic Requirements: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. -or- Combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. In addition to the above education requirement, you must meet the below specialized experience. To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Assisting with the application of mathematical and statistical theory and techniques to plan and organize program evaluation data collection and analysis efforts; AND Assisting with providing technical advice and assistance on complex program issues, performance measurement, and/or advanced analytic studies, which may impact major, agency-wide programs; AND Developing data analysis reports and visualizations to communicate quantitative analysis findings to managers. OR Ph.D. or equivalent doctoral degree -or- 3 full years of progressively higher level graduate education leading to such a degree -or- LL.M., if related. OR Combination of education and experience. To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Applying advanced mathematical and statistical techniques to experimental design, data analysis, sampling, forecasting, quality control, and operations research; AND Providing technical assistance and advising on various statistical analyses and methods which may impact major, agency-wide programs; AND Developing data analysis reports and visualizations to communicate quantitative analysis findings to managers and senior leaders.
