This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB & MRTFB to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent will serve as the Security Specialist (Antiterrorism) for Pine Bluff Arsenal.

Duties

Serves as the installation Operations Security Specialist. Conducts initial operations security awareness training for new hires per AR 530-1. Monitors continuous operations security awareness training. Assists the Directorate's other protection programs. Assist the Emergency Management Team in developing other installation plans to include Severe Weather/Disaster Preparedness. Serves as the Antiterrorism Officer (ATO) for Installation Antiterrorism (AT) program. Responsible for the dissemination of threat information among installation activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. Subsequent SPeD certifications required for this position include: Antiterrorism Credential (ATC).
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and / or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) ensuring Anti-Terrorism and Force Protection programs are in compliance with command policy; 2) providing input on crisis management plans that will lead to guidance on reacting to terrorist attacks; 3) Ability to advise installation personnel on security matters requiring explanations of regulation; conducting Anti-Terrorism (AT) and Force Protection (FP) training briefs to employees; and 4) Coordinating education and training opportunities to inform and increase and personal protection awareness among military personnel, Department of Defense (DoD) civilian employees, contractors, and family members. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Security Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours.You will be evaluated on the basis of your level of competency in the following areas: Intelligence OperationsOral CommunicationPlanning and executionRisk Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.
