Duties

Work with and/or under other natural resource specialists and planners to analyze and evaluate services, projects, programs, and/or functions of one or more Outdoor Recreation Programs. Coordinate recreation program activities with other BLM District and Field Offices, as well as private organizations, and the general public. Develop and maintain effective working relationships with academic institutions, nongovernmental organizations, and interest/user groups concerned with public land management. Collaborate with others to facilitate partnerships, cooperative agreements, and/or memoranda of understandings with other agencies, institutions, or organizations in order to encourage and facilitate cooperative management strategies. Coordinate with managers, planners, and resource specialists to identify recreation program needs on a local scale and develop long and short-term outdoor recreation plans to address needs. Participate in the preparation and execution of financial and program work plans. Review and implement recreation program policies, standards, methods, controls, and procedures. Research and identify opportunities for grants, financial assistance programs, and other funding requests to ensure adequate funding and support. Develop content for environmental and project planning documents such as Resource Management Plans, Site Plans, and Environmental Assessments. Research and compile data on recreation related topics such as recreational use, commercial use, visitation, recreation values, environmental impacts, funding, and performance. Identify training needs and promote an integrated training program to teach basic skills of Outdoor Recreation Planning. Prepare planning documents, newsletters, stipulations, alternatives, analyses, mitigating measures, and summaries.

Requirements

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Undergraduate and Graduate Education: Major study - outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. OR Specialized Experience: Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include: Ability to deal with people of differing backgrounds and behavioral patterns. Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs. Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve. Preparation or review of plans and programs for natural resource utilization and recreation area development. Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment. In additional to the above factors and in order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-09:You must have at least one year of specialized experience equivalent to the GS-07. Examples of specialized experience may include: researching and/or replying to requests from special interest groups, and questions from the general public regarding outdoor recreation programs; performing fact finding, analytical, or interpretive work to support assignments; analyzing data related to existing and potential recreation resources in order to identify prominent trends; preparing data summaries and basic drafts of supporting material for inclusion in resource study reports. OR A masters or equivalent degree related to the position, or successful completion of 2 full years of graduate education leading to such degree, or I have a related LL.B or J.D. OR A combination of education and specialized experience. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. To qualify for the GS-11: You must have at least one year of specialized experience equivalent to the GS-09. Examples of specialized experience may include: coordinating with managers, planners, and resource specialists to identify recreation program needs; monitoring studies and surveys, to identify trends and patterns in the development and management of recreation resources; conducting outreach to promote recreational opportunities on public land; representing an agency at management and professional conferences for the purpose of advancing advocacy for public lands stewardship. OR A Ph.D. OR Equivalent doctoral degree related to the position, or successful completion of 3 full years of graduate education leading to such degree, or related LL. M. OR A combination of education and specialized experience. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.
